Purchase of Mobile Communication Devices and Services
Proposed Motion:
Move City Council approve the purchase of mobile communication devices and services, from Verizon Wireless, utilizing the State of Arizona Contract No. CTR049877, in an amount not to exceed $156,000.
Background/Discussion:
The Mobile Data Computer (MDC) is the centerpiece of all communication infrastructure police officers use in the field to perform their daily functions. These units are located in all police vehicles and must stay in contact with the central dispatch center via industry standard encrypted wireless communication technologies. The importance of these units properly working and communicating is critical enough that a failed MDC, in most cases, means the vehicle is pulled from service because of the significant threat to officer safety.
The communication between the mobile units and the station provides the officer in the field with capabilities for:
Computer-aided dispatch features
Communication with dispatchers, emergency call-takers, and supervisors
Access for many law enforcement information systems
Ability to write reports and input Records Management System data
Access to City geographic information systems (GIS) data and maps
Automatic vehicle location systems for emergency response
Emergency notification systems for officer in trouble/backup assistance situations
For resiliency purposes, wireless data services are bifurcated between multiple service providers. This item will continue the procurement of wireless data services from Verizon Wireless to maintain this functionality in Police Department vehicles and department-issued devices.
Evaluation:
The State of Arizona competitively solicited and awarded a contract for carrier and broadband services. The City has a current agreement with the State allowing for the cooperative use of the State's contracts. The term of the State's contract is valid through June 30, 2023.
