Purchase of Caterpillar Industrial Loader
Proposed Motion:
Move City Council approve the purchase of a Caterpillar Industrial Loader, from Empire Southwest, LLC, utilizing State of Arizona Contract No. CTR052847, in the amount of $104,102.25.
Background/Discussion:
The City’s Transportation Division maintains 130 retention basins and 110 miles of alleys which require scheduled maintenance, including grading, brushing (weed removal), and erosion repair. This maintenance is performed with several pieces of equipment, but mainly with a Caterpillar Industrial Loader (Gannon tractor). The Gannon tractor is a vital and versatile piece of equipment used by the right-of-way (ROW), alley, and asphalt crews.
This purchase is for a Caterpillar Industrial Loader to replace a 22-year-old Gannon tractor that was sent to auction in 2017 and removed from the Streets Division inventory due to major transmission issues deemed not cost-effective to repair. Up until that time, there were two Gannon tractors in the fleet. During the last several years, scheduled maintenance for the ROW and alley crews has been extended as a result of equipment availability.
Evaluation:
The State of Arizona competitively solicited and awarded a contract for heavy equipment, including industrial loaders, to Empire Southwest, LLC. The City has an agreement with the State of Arizona allowing for the cooperative use of its contracts. Staff recommends cooperative use of this contract because the requested product has performed well, staff is trained on operation, maintenance and repair, and the contract offers a discount of 22%. The State of Arizona contract is valid through December 3, 2022.
