Proposed Motion:

Move City Council approve Agreement No. BF5-910-4930, with The Pigeon Guy, for bird abatement services, in an amount not to exceed $350,000, for the period of one year, beginning July 17, 2025, through July 16, 2026, with the option of up to four one-year extensions.

Background/Discussion:

The city is currently experiencing significant pigeon activity across multiple facilities, including the Main Library covered parking, Main Police Department parking garage, City Hall, City Hall parking garage, City Hall cooling towers, Courts covered parking, Center for the Arts, and the Oregon Street parking structure. This increased bird presence is contributing to property damage and creating potential health and safety concerns due to droppings and nesting materials. This request seeks to secure a contract for comprehensive bird abatement services. The scope of work will include thorough cleaning and sanitization of affected areas, as well as the implementation of targeted abatement measures in locations where pigeons are nesting or perching, particularly in parking structures. Industry best practices will be employed to effectively reduce the presence of birds, mitigate damage, and address health risks. The service will also incorporate regular monitoring and assessment, including visual inspections, acoustic monitoring, and damage evaluations. Pre- and post-abatement data will be collected and analyzed to ensure the effectiveness of the intervention and to guide ongoing efforts.

Evaluation:

On May 2, 2025, City staff issued Request for Proposal No. BF5-910-4930, for bird abatement services. Notification was sent to all registered vendors. Seven (7) proposals were received from the following offerors: Arizona's Best, Inc. dba Arizona's Best Choice Pest & Termite Xpert Bird Solutions LLC Urban Bird Services The Pigeon Guy EcoGuard Pest Control LLC Burns Pest Elimination Aviaway Bird Control Services The Evaluation Committee evaluated the proposals and recommends award to The Pigeon Guy, who submitted the most advantageous offer to the City in accordance with the evaluation criteria.  The term of this agreement is July 17, 2025, through July 16, 2026, with the option of up to four one-year extensions.
