Agreement No. CS2-961-4524 for Softball Umpire Services
Proposed Motion:
Move City Council approve Agreement No. CS2-961-4524, with Dynamic Officials and Sports, LLC, for softball umpire services, in an amount not to exceed $92,000, for the period of one year, begi
nning September 23, 2022, through September 22, 2023, with the option of up to four one-year extensions.
Background/Discussion:
The Recreation Division provides an extensive adult sports program, which includes men's and co-recreational softball leagues. To facilitate high-quality play, the City provides professionally trained umpires through a third party with experience in hiring and scheduling umpires. This agreement provides umpire services required to operate the men's and co-recreational softball leagues, along with the potential to offer youth fast pitch softball tournaments. Umpires are utilized at two park locations on six separate fields, Sunday through Friday, for approximately 2,400 games per year. Games are played three seasons, with each season lasting eight to nine weeks, serving nearly 4,000 players per year.
Valley wide, attracting officiating crews for youth and adult sports has been an increasing challenge over the past several years. Staff invited numerous contractors to bid on the Chandler opportunity; however, only one with the required capacity and credentials chose to apply. This new contract represents a $16/game increase over the previous contract, for a new $38/game total. Program fee adjustments will occur with the next season's registration.
Evaluation:
On July 18, 2022, City staff issued Request for Proposal No. CS2-961-4524 for softball umpire services. Notification was sent to all registered vendors. One proposal was received from Dynamic Officials and Sports, LLC. Staff evaluated the proposal and recommends award to Dynamic Officials and Sports, LLC, which submitted a proposal that is fair, reasonable, and meets the needs of the City.
