Proposed Motion: |
Move City Council approve Agreement No. CS8-961-3857, Amendment No. 2, with Desert Kids Sports & Fitness, LLC, dba JumpBunch; and Amendment No. 5 with Lim Kenpo Karate, LLC; Kathi Thompson, dba Lifelong Fitness by Kathi; Stark Athletics, LLC, dba Soccer Shots TCG; and Treehouse Dream Learning, LLC, dba Bricks 4 Kidz; for Community Services Course Instructors, increasing the spending limit authority by $300,000, for a revised amount not to exceed at total of $550,000. |
Background/Discussion: |
The Community Services Department offers market rate classes through the Independent Contract Instructor Program. This program allows the Department to offer relevant and interesting classes and camps to the public. These Independent Contractors go through the Request for Proposals (RFP) process to ensure fair selections. Classes offered through this program are offered at market rate and are required to recover 100% of the cost associated with providing the service, plus an additional 28% to cover costs associated with City support functions (to include use of facilities, administrative staff time, technology, and advertising). In Fiscal Year 21-22, 1,970 participants registered for classes offered by Bricks 4 Kidz, Lifelong Fitness, Lim Kenpo Karate, Soccer Shots, and JumpBunch. Additional classes were offered to accommodate extensive wait lists of over 300 individuals. Revenue for these programs was $220,227, meeting pricing policy objectives. Due to continued and increasing popularity, staff projects that these agreements will exceed the currently approved spending authority of up to $250,000. Support for this item will afford the increased capacity and opportunity to offer these various programs. This projected increase of revenue and expenses is reflected within the approved FY22-23 budget. |

City Council approved agreements with Desert Kids Sports & Fitness, LLC, dba JumpBunch; Lim Kenpo Karate, LLC; Kathi Thompson, dba Lifelong Fitness by Kathi; Stark Athletics, LLC, dba Soccer Shots TCG; and Treehouse Dream Learning, LLC, dba Bricks 4 Kidz; for Community Services course instructors, for a one-year period, with the option of up to four (4) additional one-year extensions.The contracts were renewed through December 31, 2022, and the current term is still in effect. The Department has identified additional work to be performed exceeding the award threshold, which now requires Council approval. All other terms of the original agreement remain the same. |
