Subject:
Report of City Manager, Emergency Authorization for Sunset Library Repairs
Proposed Motion:
Move City Council accept and ratify this report of the emergency authorization by the City Manager, for repairs to the Sunset Library, including contracts from East Valley Disaster Services, Inc., and National Waterproofing & Roofing, in a total amount of $379,966.74.
Background/Discussion:
On August 26, 2021, the Chandler Sunset Library facility sustained significant damage following an natural gas explosion at the business adjacent to the library. Known damage to the building consisted of stress cracks on several interior walls; ceiling damage that included suspended light fixtures, fans, ducting, and the T-bar/ceiling tile system; as well as slab expansion joint movement which caused the carpet to loosen and become uneven. Following the explosion, a water main also burst, affecting the drywall of several interior walls, carpeting, and a section of the adult non-fiction collection.
East Valley Disaster Services, Inc. (EVDS), was called to assess the damage to the building and immediately begin restoration work because the City utilizes EVDS through the City of Mesa Contract No. 2019134 for environmental remediation and restoration. National Waterproofing & Roofing performed the roof repairs.
Evaluation:
On August 27, 2021, the City Manager determined that the above-described circumstances represented a situation where the health, safety, and welfare of the public and public property were endangered pursuant to City Code Chapter 3-13.3 and authorized the emergency purchase of repair services for the Sunset Library.
Financial Implications:
Since this was an unplanned project, appropriation of $373,000 was shifted from the General Capital Projects Fund, Building and Facilities Capital Cost Center, Existing City Building Renovation and Repairs Program (6BF628), to the newly created Sunset Library Repairs Program (6BF667). The actual Sunset Library Repair costs were paid from the General Capital Projects Fund, Building and Facilities Capital Cost Center, Various Expense Accounts, Sunset Library Repairs Program (401.3210.various accounts.6BF667) in a total amount of $379,966.74. The City's Law Department, Risk Division, filed claims obtaining reimbursement to date of $352,844.81. The City anticipates being able to collect the difference eventually.
