Resolution 5623, Approving A Grant Agreement With The Department Of Homeland Security Federal Emergency Management Agency
Proposed Motion:
Move City Council pass and adopt Resolution No. 5623, approving a grant agreement with the United States Department of Homeland Security Federal Emergency Management Agency (FEMA), authorizing the acceptance of Assistance Firefighters Grant program funds from FEMA in the amount of $963,400, and authorizing the contribution of non-federal funds in the amount of $96,340.
Background:
The Assistance to Firefighters Grants (AFG) Program's objective is to provide funding directly to fire departments and nonaffiliated emergency medical services (EMS) organizations or a State Fire Training Academy for the purpose of protecting the health and safety of the public and first responder personnel against fire and fire-related hazards. The Chandler Fire Department has identified a fire-related hazard in which FEMA AFG funds would benefit the health and well-being of CFD firefighters. Firefighters, as a hazard of their job duties, are routinely exposed to carcinogenic substances known to cause cancer in humans. A cancer screening program has been proposed by CFD to provide early detection and assistance to CFD firefighters with known exposures to such cancer-causing substances. The Chandler Fire Department has applied to FEMA for AFG funds and has been awarded $963,400 to be applied toward the proposed early detection cancer screening program.
Discussion:
FEMA has informed CFD that it has been approved for $963,400 in federal funding to be awarded to CFD from the Assistance to Firefighters Grant. CFD has determined that it can comply with the terms of the grant application agreement. The grant funds provided by FEMA will fund a cancer screening program to assist in early cancer detection in CFD firefighters who are routinely exposed to cancer-causing substances as a hazard of their employment. Early cancer detection could result in saving the life of a CFD firefighter.
The FEMA AFG funds will provide CFD the financial means to launch the cancer screening program and the capability to test frontline personnel for the duration of the two-year grant agreement period. This grant-funded program will provide baseline information and extensive options for cancer testing using one-time dollars. Upon expiration of the two-year grant agreement with FEMA, CFD will continue to work with the City Manager's Office, the Management Services Department, and the Human Resources Division to evaluate sustainable means to provide cancer screening for current and future firefighters.
Financial Implications:
Terms of the FEMA AFG award acceptance require the award recipient to contribute non-federal funds equal to or greater than 10% of the federal funds awarded. The award amount of $963,400 requires the City of Chandler to contribute $96,340, for a total approved budget of $1,059,740. These matching funds have been budgeted for FY 22-23.
