Resolution No. 5626, Authorizing the City of Chandler to Enter into an Agreement for Accounting and Delivery of Water Made Available in the Modified Roosevelt Dam Flood Control Space Under a Temporary Deviation to the Water Control Plan
Proposed Motion:
Move City Council pass and adopt Resolution No. 5626, authorizing the City of Chandler to enter into an agreement for accounting and delivery of water made available in the Modified Roosevelt Dam Flood Control Space under a temporary deviation to the Water Control Plan among various participating entities, the Salt River Valley Water Users' Association, and Salt River Project Agricultural Improvement and Power District.
Background:
The City of Chandler receives a portion of its water supply from water stored in Roosevelt Dam, which stores water from the Salt River. The United States Bureau of Reclamation (USBOR) and the United States Army Corps of Engineers (USACE) have developed a Water Control Plan for Roosevelt Dam that requires twenty-four feet of elevation designated for Flood Control Space (FCS). Water entering the FCS must be emptied within twenty days.
On August 12, 2021, City Council approved Resolution No. 5503, authorizing the City to enter into the agreement to share costs associated with seeking to obtain approval for the operation of the Flood Control Space in Modified Roosevelt Dam under a temporary deviation to the Water Control Plan. The agreement authorizes Chandler's participation cost of $61,347, or approximately 5% of the total estimated project cost of $1,211,549.
The Salt River Project (SRP) is initiating a project to evaluate the impact of retaining water within the first five feet of FCS for 120 days, instead of the current requirement to empty within twenty days. This extended period would make it easier for SRP to deliver water in the FCS to its customers. If approved by USBOR and USACE, SRP would operate the under the Temporary Deviation Plan for a term of five years. Under this proposal, the temporary deviation space would be allowed to fill a maximum of three years out of the five-year evaluation period. This modification is expected to have a start date in calendar year 2023 or 2024. If successful, a permanent modification would be requested.
Chandler, along with thirteen other parties, is seeking approval to enter an agreement for accounting and delivery of the water made available in the Modified Roosevelt Dam Flood Control Space. Chandler’s participation includes 5% of the temporary deviation space, or 5,500 acre feet of water during a fill event, which would meet the annual demand for over 11,000 households.
