Agreement No. PW2-926-4518, with Hazen and Sawyer, for Lead Service Line Inventory Consultant Services
Proposed Motion:
Move City Council approve Agreement No. PW2-926-4518, with Hazen and Sawyer, for lead service line inventory consultant services, in an amount not to exceed $150,000.
Background/Discussion:
In 1991, the Environmental Protection Agency (EPA) published a federal regulation to control lead and copper in drinking water, known as the Lead and Copper Rule (LCR). This regulation has undergone several revisions, including the latest revisions that became effective on December 16, 2021. The newest version requires water utilities to develop an inventory of all water service line materials, including public-side (main to meter), and private-side (meter to building), and make it publicly available online by October 16, 2024. The intent of the inventory is to identify the presence or absence of lead service lines throughout the City’s water distribution system. Any service line that is unable to be identified by records review will be labeled as “unknown” until proven otherwise.
This agreement will provide the professional services needed to meet the initial requirements of the EPA’s rule revision. The consultant will review various historical records going as far back as the early 1900's and gather information from multiple City departments. The consultant will also create a service line database to collect and organize the information as it is discovered. This service line inventory will serve as the foundation for compliance with the rest of the remainder of the revised rule.
The scope of work includes project management, development of an inventory database framework, data collection, and records review. The completion time is 365 calendar days following Notice to Proceed.
Evaluation:
On June 13, 2022, City staff issued Request for Proposal No. PW2-926-4518, for lead service line inventory consultant services. Notification was sent to all registered vendors. Three proposals were received from the following offerors:
Hazen and Sawyer
Magnolia River Services, Inc.
TruePani, Inc.
The evaluation committee evaluated the proposals and recommends award to Hazen and Sawyer, which submitted the most advantageous offer to the City in accordance with the evaluation criteria. Hazen and Sawyer was selected to perform these professional services for the City based on their extensive water quality expertise and their history of conducting alike projects for other utilities for the purpose of complying with the EPA rule revision.
