Proposed Motion:
Move City Council award Construction Manager at Risk Agreement No. WW2210.251, to B&F Contracting, Inc., for the Price Road Frontage Road Sewer Rehabilitation Pre-Construction Services, in an amount not to exceed $193,669.
Background/Discussion:
The Public Works and Utilities Department administers an ongoing wastewater sewer assessment program to evaluate, prioritize, and repair deteriorated sewer pipes and manholes within the City’s collection system. Results from a recent assessment of the existing sanitary sewer collection system on the Loop 101 Price Freeway Frontage roads (Price Road), from Elliot Road to Frye Road, has shown the need to rehabilitate the sanitary sewer pipe, manholes, and appurtenances.
This project will be completed using the Construction Manager at Risk (CMAR) delivery process. The CMAR process was selected to ensure continuous compliance and adequate engagement with the Arizona Department of Transportation while working in proximity to the Loop 101 Price Freeway while performing this difficult wastewater construction effort. Staff will team with the selected contractor and consultants for optimizing the design and the construction.
The project scope of work consists of meetings, document review and development of a schedule, phasing plans, cost model, and GMP proposals. The agreement completion time is 270 calendar days following Notice to Proceed.
Evaluation:
The selection process was followed in accordance with City policy and procedure and State law. Staff recommends contract award to B&F Contracting, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
