Proposed Motion:
Move City Council award Construction Manager at Risk Agreement No. WA2105.251, to PCL Construction, Inc., for the Water Facilities Optimization Improvements Pre-Construction Services, in an amount not to exceed $148,777.93.
Background/Discussion:
The City provides water to customers using multiple treatment facilities, well sites, and reservoirs within two pressure zones. Over the last decade, the City has experienced substantial growth, which has resulted in significant expansion of the water production and supply systems. On January 23, 2020, City Council approved a study to assist with further optimization of the water system, providing a holistic analysis using advanced water modeling. This effort produced recommendations including reduction of water storage, installation of pressure reducing valves, and repiping water wells to directly serve the water distribution system to improve water quality while providing reliable and sustainable service to customers.
The project scope of work consists of constructability studies and review, value engineering, project planning and scheduling, assistance in the coordination of contract documents, and preparation of Guaranteed Maximum Price packages. The agreement completion time is 360 calendar days following Notice to Proceed. Construction-related agreements for the project will be awarded separately.
Evaluation:
The selection process was followed in accordance with City policy and procedure and State law. Staff recommends contract award to PCL Construction, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
