Purchase of Fine Screen Replacement Services
Proposed Motion:
Move City Council approve the purchase of fine screen replacement services, from Garney Companies, Inc., utilizing the City of El Mirage Contract No. PW19-JOC02, in an amount not to exceed $1,259,542.06, and authorize the City Manager or designee to sign a linking agreement with Garney Companies, Inc.
Background/Discussion:
The Airport Water Reclamation Facility (AWRF), located at 905 E Queen Creek Road, has been in operation since 1997. This facility has the capacity to treat over 27 million gallons per day of wastewater collected throughout the City of Chandler. The headworks is the initial treatment process at the facility which screens out debris from entering the remaining downstream treatment processes. The debris can include plastics, stones, and pieces of wood that can damage the downstream plant equipment and also plug piping and valves as it accumulates. Specialized screens are used to remove debris in the headworks building. The current screening equipment allows some material to pass through and collect on mixers and basin structures downstream of the headworks building. This accumulation of debris is not only potentially damaging to the plant equipment, but also results in additional maintenance and labor costs to keep the mixers operational and basins clean.
A recent assessment determined that new screening equipment provided by Huber EscaMax will improve the debris capture and reduce the potential of damage and clogging of downstream systems. The Huber EscaMax screens were approved by City Council for purchase under a separate contract at the April 14, 2022, City Council meeting. These screens are currently being designed and built. This agreement is for installation services of the screens and all related appurtenances (pumps, electrical panels, and debris compactors) needed to support the installation.
Evaluation:
The City of El Mirage competitively solicited and awarded a contract for water and wastewater job order contract services to Garney Companies, Inc. The City has a current agreement with the Strategic Alliance for Volume Expenditures purchasing cooperative allowing for use of City of El Mirage contracts. The contract is valid through January 31, 2023.
