Purchase of Permeate Pump Vibration Repair Services
Proposed Motion:
Move City Council approve the purchase of permeate pump vibration repair services, from SDB, Inc., utilizing the 1GPA Agreement No. 18-15PV-12, in an amount not to exceed $250,000.
Background/Discussion:
The Public Works & Utilities Department has three water reclamation facilities that treat over 30 million gallons of wastewater per day. The Ocotillo Water Reclamation Facility (OWRF), located at 3333 S. Old Price Road, treats 18 million gallons of wastewater per day and provides reclaimed water to various industrial and commercial customers. OWRF uses microfiltration technology known as Membrane Bioreactor (MBR) as one of its systems to treat wastewater. This process uses four pumps to pull pure water, or permeate, through a membrane filter. A recent assessment identified the cause of high vibration exhibited by the permeate pumps and offered solutions to mitigate the pump vibration issues. SDB, Inc., was contracted to modify one of the pumps based on the recommendations from the assessment. The modifications proved to be successful, and staff would like to move forward with modifying the remaining pumps. The scope of work includes modifying four permeate pumps and their supporting structures to correct the vibration issues located at OWRF.
Evaluation:
Paradise Valley Unified School District competitively solicited and awarded a contract for general contractor services to SDB, Inc., on behalf of 1GPA. The City has a current agreement with 1GPA allowing for the cooperative use of its contracts. The 1GPA contract is valid through May 17, 2023. The modification of the OWRF pump station is best performed by SDB, Inc., based on their previous experience correcting other City pumps with vibration issues.
