Purchase of Water Maintenance Basin Recoating Services
Proposed Motion:
Move City Council approve the purchase of water maintenance piping recoating services, from Joseph Painting Company, Inc., dba JPCI Services, utilizing Town of Gilbert Agreement No. 321000003, in an amount not to exceed $223,000.
Background/Discussion:
The Pecos Surface Water Treatment Plant (PSWTP), located at 1475 E. Pecos Road, was built in 1987 and placed into service in 1989. There are three conventional sedimentation basins at the PSWTP which were commissioned in 1989 and are part of the process used to treat and produce drinking water that meets all state and federal standards. This drinking water is ultimately delivered to residents, businesses, and industries throughout Chandler.
Recently, a routine inspection of Pre-Sedimentation Basin #1 at PSWTP revealed several failure points in the coating which protects the metal components within the basin. With a coating failure, water which is processed through the basin will begin corroding and weakening the steel components. If left with no coating protection, the metal structures will ultimately fail and require complete replacement. Replacement of the metal components within the basin can be expensive and time intensive, as well as cause the PSWTP to lose valuable production capacity during the critical peak summer demand months.
Accordingly, PSWTP staff has worked with JPCI representatives to develop a scope and fee associated with recoating the metal components within Pre-Sedimentation Basin #1. This purchase will provide for the labor and materials required to completely recoat and protect all metal components within the basin.
Evaluation:
The Town of Gilbert competitively solicited and awarded a contract for wastewater maintenance services. The City has an existing linking agreement with Joseph Painting Company, Inc., dba JPCI Services, for cooperative use of its contracts. Staff recommends the cooperative use of this contract because of competitive pricing and the variety of services provided. The Town of Gilbert contract is valid through June 30, 2025.
