Purchase of Ambulances
Proposed Motion:
Move City Council approve the purchase of one 2024 Horton 623 Type-I Custom Ambulance, in the amount of $398,638, and authorize the order placement of nine Horton 623 Type-I Custom Ambulances, in the amount of $4,283,653, to be paid upon vehicle delivery in future fiscal years from enterprise funds utilizing future year budget appropriation, from Professional Sales and Service, L.C., utilizing the HGAC Contract No. AM-10-23.
Background/Discussion:
The Chandler Fire Department (CFD) currently uses one ambulance for special events and training purposes. This ambulance unit is scheduled for replacement within the City's Capital Improvement Program in Fiscal Year 2024-25 within the Fire Emergency Vehicle Replacements (CIP #6FI641). The Fire Department will continue to utilize this all-hazard ambulance as a training vehicle, to support special events, and as a reserve ambulance when required.
The additional nine ambulances will be used in conjunction with the replacement ambulance to implement a new municipal emergency medical response and transportation system. Recently, the Fire Department completed a comprehensive feasibility study in conjunction with the James Vincent Group (JVG), which analyzed the current public-private ambulance transportation system in comparison to a municipal ambulance transportation system. This evaluation demonstrated the financial and operational benefits of a municipal ambulance system for the City of Chandler. The purchase of these ambulances will allow for the transition from a public-private system to a fully municipal transportation system, with a targeted start date of January 2027. The new system will require seven vehicles to be used for front-line services, with the additional vehicles serving as reserve units to support the system. The nine vehicles will be purchased upon vehicle delivery and acceptance (approximately 20-24 months from order date) through an enterprise fund which will be created to support ambulance transportation services.
On August 15, 2024, City Council held a work session to discuss the results of the JVG study and expressed support for the transition of services from a public-private system to a fully municipal ambulance transportation system.
Evaluation:
HGAC competitively solicited and awarded contracts for ambulances, EMS, and other special service vehicles. The city has current agreements allowing for the cooperative use of HGAC contracts. Staff recommends use of the HGAC contract, which is valid through September 30, 2027, for the most expeditious and competitive purchase of ambulances. The current lead time for an ambulance to be built and delivered is approximately 24 months. That timeline is applicable for the nine ambulances; however, the vendor is providing an early build slot for summer/fall of 2025 for the single prepaid replacement unit.
Financial Implications:
One ambulance, designated for special events and training, is scheduled for replacement at a cost of $398,638. This replacement is budgeted within the City's Capital Improvement Program for Fiscal Year 2024-25 under the Fire Emergency Vehicle Replacements.
The $4,283,653 required to pre-order nine ambulances will be reflected as a committed expenditure in the city's one-time General Fund forecast. The formal funding request will be made through the FY 2025-26 or FY 2026-27 budget process, depending on the build time.
