Purchase of Valve Truck
Proposed Motion:
Move City Council approve the purchase of a 2024 Ford F550 Valve Truck, from San Tan Ford, utilizing State of Arizona Contract No.CTR059323, in the amount of $227,047.81.
Background/Discussion:
The Water Distribution Division maintains 37,000 potable in-line valves, 14,000 hydrant and hydrant valves, and 2,300 reclaim water valves throughout the city. The reliability of the city’s potable and reclaimed water distribution systems is critical for the safe delivery of potable water, fire protection, and reclaimed water to residents and businesses.
Staff utilize three trucks equipped with the necessary equipment to exercise valves throughout the city. These trucks are specialized vehicles that are utilized for exercising valves, as well as performing potable and reclaimed water shutdowns for internal and external customers. The specialized equipment contained on these trucks include a generator, hydraulic pump and hose reel, vacuum, and telescopic valve exerciser which is fully automated. This technology helps reduce valve breakage, injuries to staff, and captures and records critical information regarding the condition of each hydrant and valve.
One of the three current valve trucks was originally purchased in 2014 and has been experiencing extensive mechanical issues with extended downtime caused by replacement parts which are on backorder from the manufacturer. The new valve truck will replace this vehicle, which has been recommended for replacement due to age, maintenance history, and projected costs to operate.
Evaluation:
The State of Arizona competitively solicited and awarded a contract for new vehicle purchases to San Tan Ford. The city has a current agreement with the State of Arizona allowing for the cooperative use of its contracts. Staff recommends use of the state contract which is valid through March 16, 2025, for the purchase of this valve truck.
