Proposed Motion:
Move City Council award Professional Services Agreement No. WW2401.201, Amendment No. 1, to Wilson Engineers, LLC., for the Water Reclamation Facility Improvements Phase 3 Design Services, in the amount of $1,027,795.60.
Background/Discussion:
The Airport Water Reclamation Facility (AWRF), located at 905 East Queen Creek Road, was originally built in 1998 and the Ocotillo Water Reclamation Facility (OWRF), located at 3333 South Old Price Road, was originally built in 1985. Both facilities have aging infrastructure that require replacement and rehabilitation of existing equipment and/or structures. This third and final planned phase of improvements addresses all major prior recommendations identified in previous studies. On February 22, 2024, City Council approved Professional Services Agreement No. WW2401.201, with Wilson Engineers, LLC, for the Water Reclamation Facility Improvements Phase 3 Design Services. An assessment of specific treatment processes and facilities was performed as part of the original design phase of this project and identified the rehabilitation and replacement work needed for operational improvements and rehabilitation of existing infrastructure at both facilities. The original project scope included some already known rehabilitation and improvement items. However, as a result of the current assessment, additional items that were not previously evaluated or anticipated will need to be included in the currently ongoing project and are included in this amendment. Amendment No. 1 includes design of the AWRF process air system upgrades, administration building modifications, and vactor truck dump station, as well as 10,000-gallon fuel storage tanks at both AWRF and OWRF. The agreement completion time of 545 calendar days following Notice to Proceed remains the same. |
Evaluation:
The selection process was conducted in accordance with city policy and procedure and state law for professional services. On February 22, 2024, City Council awarded Professional Services Agreement No. WW2401.201, to Wilson Engineers, LLC, for the Water Reclamation Facility Improvements Phase 3 Design Services. Staff reviewed the scope of work, billing rates, and total fee for the project and determined them to be reasonable.
Financial Implications:
This amendment is in the amount of $1,027,795.60, for a revised total contract amount not to exceed $3,601,875.60.
