Purchase of Pavement Maintenance Materials
Proposed Motion:
Move City Council approve the purchase of pavement maintenance materials, from Pavement Restoration, Inc., utilizing Pinal County Contract No. 240328, in an amount not to exceed $306,801.
Background/Discussion:
The Transportation Division has an established pavement management restoration and repaving program that addresses the preventative maintenance and rehabilitation needs for the city-maintained roadway sections. This program includes various seals that focus on roadway sections that are in satisfactory condition by replenishing the asphalt binder and fine aggregate material lost through oxidation, weathering, and aging.
The scope of work includes an asphalt rejuvenator seal, Reclamite, which is applied to street sections to preserve and lengthen the life of the asphalt by sealing smaller cracks and restoring the asphalt binder. Sealants of this type are commonly used in the southwestern United States by local counties and municipalities. This agreement will be adequate to rehabilitate an estimated 15 lane miles of residential roadway sections. Roadway sections will not be closed during the seal application, as only half a street will be sealed at a time. The contractor's scope of work also includes providing material, application, and all traffic control related to the project. Staff will coordinate with the Communications and Public Affairs (CAPA) Department to post project location maps on the city's website. The contractor is responsible for distribution of informational door hangers to notify citizens and businesses when work is scheduled in their areas.
Evaluation:
Pinal County competitively solicited and awarded a contract for pavement maintenance materials. The city has an agreement with the Strategic Alliance for Volume Expenditures (SAVE) purchasing cooperative allowing for use of Pinal County's contracts. Staff recommends cooperative use of this contract because it provides uniform competitive pricing for this cost-effective pavement preservation product. The term of Pinal County's contract is valid through August 1, 2025.
