| Review and Recommendation: |
In March 2022, City Council approved a rezoning for single-family residences and a preliminary development plan for subdivision layout for the Magnolia subdivision. At the time of the initial rezoning and PDP, no housing product was included; Shea Homes has since submitted a PDP application for one-story housing products. A design review committee was held on July 23, 2024, to further discuss the architecture and the Planning and Zoning Commission expressed support for the proposed housing products. The PDP includes four floor plans with three different architectural styles: "modern," "transitional," and "valley." There are a total of 12 elevations that could be constructed. Planning staff finds the request is in compliance with the General Plan and the Zoning Code. |
| Public / Neighborhood Notification |
- The request was noticed in accordance with the requirements of the Chandler Zoning Code.
- A neighborhood meeting was held on June 20, 2024. Other than planning staff and the applicant, 10 people were in attendance for the neighborhood meeting with general questions about the homes.
- As of the writing of this memo, Planning staff is not aware of any opposition to the request.

Planning and Zoning Commission meeting August 21, 2024 Motion to Approve In Favor: 5 Opposed: 0 Absent: 2 (Koshiol and Barichello) Planning and Zoning Commission amended stipulation number 5 at the request of the applicant to exclude lots 55-65 (located along the north side of the subdivision) from the requirement to disallow the same elevation being built directly across the street due to the larger lots being so wide that they front two of the smaller lots. |
| Recommended Conditions of Approval |
Planning and Zoning Commission recommends City Council approve the Use Permit, subject to the following conditions:
- Development shall be in substantial conformance with the Development Booklet, entitled “PLH23-0065 Magnolia Development Booklet” and kept on file in the City of Chandler Planning Division, in File No. PLH23-0065 Magnolia, modified by such conditions included at the time the Booklet was approved by the Chandler City Council and/or as thereafter amended, modified or supplemented by the Chandler City Council.
- Compliance with original conditions adopted by the City Council as Ordinance No. 5006 in case PLH21-0050 Magnolia, except as modified by conditions herein.
- All lots shall be single story, including any accessory dwelling units.
- The site shall be maintained in a clean and orderly manner.
- The same elevation shall not be built side-by-side or directly across the street from one another, with the exception of lots 55-65, where the elevations can occur directly across the street.
- Preliminary Development Plan approval does not constitute Final Development Plan approval; compliance with the details required by all applicable codes and conditions of the City of Chandler and this Preliminary Development Plan shall apply.
