| DISCUSSION |
The Airport Parking Lot and Access Road Rehabilitation project was advertised on th 27th of October, 2023, with a Pre-Bid Meeting on the 8th of November, 2023, and a closing date of 20 December, 2023.
Two bids were received:
Nunn Construction, Inc.
Base Bid - Schedule 1 (AIP Eligible) $565,382.38
Base Bid - Schedule 2 (City Funded) $1,458,999.56
Additive Alternate 1 – Schedule 2 ($155,906.50)
TOTAL BID $1,868,475.44
Four Corners Materials
Base Bid – Schedule 1 (AIP Eligible) $744,898.17
Base Bid – Schedule 2 (City Funded) $1,550,710.11
Additive Alternate 1 – Schedule 2 ($267,267.60)
TOTAL BID $2,028,340.68 |
| BACKGROUND |
With this project being partially funded by federal grants, there were several additional federal standards outlined in the bid specifications. As described in the Letter of Recommendation of Award attached, these standards must be met in order for a bid to be considered responsive. Despite Nunn Construction being the low bidder at the outset, there were a few items in its bid that, when tested against the federal requirements, were deemed non-responsive. Adherence to these standards is a key element in abiding by the nearly 40 grant assurances that impact our Airport Improvement Program.
The Four Corners Materials bid was compliant with the federal requirements, and Staff and Garver, LLC, are recommending that the Four Corners Materials bid is best suited to be awarded for construction of this project. Consideration for value-engineering to further reduce costs will be made as the project progresses. |
| FISCAL IMPACT |
Before any value-engineering or project amendments, the costs for this project are as follows:
FAA AIP eligible- $744,898.17
Local (ARPA)- $1,550,710.11
Additive Alternate 1 – Schedule 2 ($267,267.60)
TOTAL: $2,028,340.68. |
| RECOMMENDATION |
| Staff recommends that Council award the 2024 Airport Parking Lot and Access Road Rehabilitation to Four Corners Materials for a total project bid amount of $2,028,340.68. |
