Vehicle Purchase of an Airport Pickup
DISCUSSION
The Airport had ordered a new fleet pickup back in the spring of 2021 as part of a larger city-wide order and has yet to receive it. Several updates over the last two years have indicated the order would not be satisfied due to continued supply chain issues. According to Keesee Motors, the order, along with several others in the region, has fallen out of the queue and a new order would be required. This would entail an extensive wait. The Airport needs to replace an aging 2005 light-duty pickup with a more modern medium-duty truck.
BACKGROUND
After speaking with several dealers, obtaining a new truck is going to cost much more than previously budgeted for, as well as time-consuming. Obtaining a pre-owned, relatively low-mileage truck is a practical option. The Airport requested prices from Keesee Motors, TruWest Auto and Webb (previously Keech). The options for a white, ½ to ¾ ton four-wheel drive work truck under $40k were as follows:
1. Keesee Motor Company
2020 F150 49,809 miles $38,864
2. TruWest Auto
2020 Ram 1500 61,134 miles $33,500
3. Webb Chevrolet
2021 Silverado 1500 54,909 miles $40,000
Although not the lowest cost option, the Ford F150 from Keesee has lower mileage and is the same type of truck as the existing 2018 F150 the Airport uses. Taking into consideration uniformity, maintenance and functionality, i.e. installing and maintaining lights, radios, antennas, tools, decals, etc., the F150 is the better choice.
FISCAL IMPACT
This purchase is fully reimbursed under the Airport CARES Grant and is under the federal grant threshold for qualifying as a simplified acquisition. The grant has been managed to offset operations and management since 2020 and is due to expire in 2024. Additionally, since the Airport is an Enterprise Fund, this purchase does not affect the general funds equipment account.
RECOMMENDATION
Staff recommends that Council approve the acquisition of an Airport pickup from Keesee Motor Company in the amount of $38,864, to be fully reimbursed by the Airport CARES Grant.

If agreed upon by the City Council, a possible motion would be:
I move that City Council approve the acquisition of an Airport pickup from Keesee Motor Company in the amount of $38,864, to be fully reimbursed by the Airport CARES Grant.
