Award of the 2024 Concrete Cost-Share Project
DISCUSSION
After reviewing the cost-share applications and needed areas of repair, Public Works’ staff compiled bid documents and advertised the project on the City’s website, BidNet (631 contacts), and in the Cortez Journal. Five sets of plans were picked up from the Service Center by interested parties. The bid opening was held on March 12, 2024, with two bids received.
K&K Concrete Inc., Montrose, CO $349,816.00
Daniel’s Concrete, Dolores, CO $403.313.55
Engineer’s Estimate $393,605.00
BACKGROUND
The City of Cortez provides an annual sidewalk cost-share program to help residents and business owners either install new sidewalk or replace deteriorated sidewalk on their property. The program encourages and promotes improvement of our public walkways by offering a 50% cost-share agreement with local residents and businesses. The City also utilizes this project for maintenance on further sidewalks, in addition to ADA accessible ramps, curbs, and gutters. This year’s project includes removal and replacement of approximately 667 SY of damaged concrete sidewalk; 352 SY of new concrete sidewalk; 1141 LF of curb and gutter; 118 SY of ADA curb ramps; 12 light pole bases, complete-in-place poured caisson, with conduit; and miscellaneous other concrete work throughout the City.
FISCAL IMPACT
The Street Capital Fund has a total of $388,639 budgeted for concrete, curb and gutter replacement, capital improvements, and downtown improvement work this year. There are seven citizens and/or businesses that are participating in this year’s concrete cost-share project.
RECOMMENDATION
Staff recommends that the 2024 Concrete Cost-Share Project be awarded to K&K Concrete Inc. at its bid price of $349,816.00. This is approximately 11% lower than the Engineer’s Estimate and $38,823.00 under budget. According to the City’s Local Vendor Preference, Daniel’s Concrete, a local bidder, would have to have been within 2% of K&K’s bid to receive preferential treatment, which they were not.
MOTION
If agreed upon by the City Council, a possible motion would be:
I move that City Council accept the bid and award the 2024 Concrete Cost-Share Project to K&K Concrete at its bid price of $349,816.00.
