CML Letter - Support Partnership, Not Preemption
DISCUSSION
The Colorado Municipal League (CML) is working on multiple fronts to keep local control local, and home rule at home when it comes to matters of land use and housing. CML is reaching out to local elected officials to consider signing on to CML’s letter to members of the Colorado General Assembly asking for their support for housing legislation that emphasizes “partnership, not preemption.”
BACKGROUND
Last year, Colorado municipal leaders pledged to work as partners with Gov. Polis and proponents of affordable housing legislation toward common goals. Unfortunately, 2023 represented a missed opportunity with legislation focused on land use preemption instead of collaborative outcomes.

RECOMMENDATION
Staff recommends that Council authorize the Mayor to sign the online CML letter to the Colorado General Assembly to support partnership, not preemption.
MOTION
If agreed upon by the City Council, a possible motion would be:
I move that City Council authorize the Mayor to sign the online CML letter to the Colorado General Assembly to support partnership, not preemption.
