LAND ACKNOWLEDGMENT

The Housing Commission humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. We celebrate their past, present, and future generations who will forever know this place as home.

Tyler Denham gave public comment as a member of the public about the 2024 building code process and a concern about housing affordability.

Presentation: 2026-2027 Implementation Plan for the 10-Year Housing Plan
Informational item only.

Ms. Adriana Fisher, Housing Program Manager, provided an informational overview on the 2026-2027 Implementation Plan for the 10-Year Housing Plan. There were no questions or comments.

Regional Land Use Plan 2045 & Election Information
Informational only.

Ms. Sara Dechter, Comprehensive & Neighborhood Planning Manager, presented on the Regional Land Use Plan 2045 and Election Information. Commissioners expressed appreciation for making information about the plan accessible.

Flagstaff Accessory Dwelling Unit (ADU) Model Plans Library
Staff request ideas on ways to let Flagstaff community members know about the Library, as well as expand the ADU Model Plans Library and support the growth of ADUs in Flagstaff more broadly.

Ms. Genevieve Pearthree, Sustainability Analyst presented on the Flagstaff Accessory Dwelling Unit (ADU) Model Plans Library and requested feedback on their outreach efforts. Commissioners asked questions and provided comment about the following:

Site assessment to give homeowners an idea on if they’re a good candidate
ADU code barriers have been largely resolved
Growth of similar libraries in other communities
Construction costs
Interview people living in ADUs
Building permit data for ADUs showing a majority built by developers
Contact Realtor Association for outreach and education
Clarity on fee for plan use and steps to build on website

Ms. Genevieve Pearthree, Sustainability Analyst, presented an analysis of the costs, benefits, and marriers to building highly energy-efficient and all-electric homes in Flagstaff. There were no comments or questions.

Update from Housing Authority Liaison

Chair Moses Milazzo presented information from the recent Housing Authority Board meeting. This item took place after 8.B. and 8.C.

Update from Housing Commissioners and Other Informational Items

Commissioner Devonna McLaughlin asked about the Community Development Bloc Grant Consolidated Plan.

Update from Housing Staff

Ms. Jennifer Mikelson, Housing Planning Manager, gave updates on the Adaptive Reuse and Rental Incentive Bond Programs and the Mill Town development agreement and rezoning ordinance.

Mr. Aidan Rutledge, Administrative Specialist, reminded the Commissioner about upcoming events including the Resource Fair on Wednesday 4/29, the Fair Housing Training on Thursday 4/30.

Ms. Marissa Molloy, Housing Specialist, gave an update on CDBG contracts, Employer Assisted Housing downpayment assistance funding, and upcoming downpayment assistance sales.

Ms. Kristine Pavlik, Housing and Grants Administrator, gave an update on funding recommendations for the Program Year 2026 Annual Action Plan and the CCDBG Consolidated Plan.

Commissioner Devonna McLaughlin and Chair Moses Milazzo asked about the Mill Town development agreement. Ms. Mikelson answered.

Ms. Fisher gave an update on agenda items for upcoming Housing Commission meetings.
