MINUTES
The Animal Services Advisory Committee of the City of Garland convened in regular session at 1 p.m. on Friday, January 20, 2023, in the Work session room, 217 North Fifth Street, Garland, Texas, with the following members:
Present:
Frank Locke, Animal Shelter Manager; Bill Dunn, Member; Oswaldo Rodriguez, Board Member; Anita Rushlau, Board Member

APPROVAL OF MINUTES
Approval of minutes from November 18th, 2022
Dr. Bill Dunn Made a motion to approve the minutes. Minutes were approved with a vote of 4 ayes, 0 nays.

Quarterly Numbers Review
Art Munoz, Director of Animal service highlighted the performance of Q1
1,843 Visitors.
4,465 Calls for service.
2,125 Calls for stray animals.
79 Cruelty calls
4 animals seized Quarter 1
22.06 minutes average response time for Priority 1 calls.
97.54% Live Release Rate Quarter 1.
241 Animals reclaimed by owners.
468 Animals adopted.
4 adoptions offsite adoption from various events.
284 Animals adopted by Rescue Groups.
5 Animals vaccinated for rabies at shelter.
185 TNR sterilizations.
3 Colony Manager registered.
0 Dogs deemed dangerous.
105 Barking dog complaints.

Owner Surrenders
Art Munoz discussed Owner surrenders and the options to control capacity.
Current:
By Appointment (booked out months in advance)
4 Animals/Day Max (2 Dogs and 2 Cats)
No Fee
We accept unaltered and unvaccinated animals
Accept all animals including ones with medical and/or behavior issues
Proposed by Animal Service:
By Appointment or Waiting List
2 Animals/Day Max (1 Dog and 1 Cat)
Fee
Request that the owner have the animal altered and updated on vaccines prior to surrender
Educate owners on animals with medical and/or behavior issues being euthanized immediately for the safety of the staff and other animals in our shelter
Committee proposed limiting surrenders temporarily and review after 6 months.
Motion was made by Frank Locke to limit surrenders for 6 months. Approved 4-0
