MINUTES     The Library Board of the City of Garland convened in regular session at 6 p.m. on Monday, January 23, 2023, in the Work Session Chambers, 200 North Fifth Street, Garland, Texas, with the following members:
Present: Terri Chepregi, Chair     Gwendolyn Daniels, Vice Chair     Charles Msewe, Board Member     Michael Degen, Board Member     Adam Greenup, Board Member     Kristin Lucido, Board Member     Trellas Gotcher, Board Member   Absent: Dorothy McAllister, Board Member Staff Present: Karen Archibald, Library Director Will Massey, Assistant Library Director Kathleen Cizek, Public Services Administrator Sabrina Ellis, Department Coordinator II

1.					CITIZEN COMMENTS Persons wishing to address issues not on the agenda may have three minutes to address the Library Board at this time. The Library Board is prohibited from discussing any item not posted according to the Texas Open Meetings Act.
2.					APPROVAL OF MINUTES CONSIDER APPROVAL OF NOVEMBER 7, 2022 REGULAR MEETING MINUTES Motion was made that the Minutes of the November 7, 2022, regular meeting be approved with recommended corrections. Motion was made by Board Member Michael Degen and seconded by Board Member Kristin Lucido.
3.					ITEMS FOR INDIVIDUAL CONSIDERATION
	a.				CAPITAL IMPROVEMENT PLAN/BOND PROGRAM UPDATES Director Archibald discussed inflation and supply chain issues as related to the Central Library construction project, Walnut Creek Branch Library relocation project, and library material kiosks. An updated timeline for all projects was provided, as well as conceptual renderings of the renovated Central Library and relocated Walnut Creek Branch Library.
	b.				LIBRARY OUTREACH UPDATE Director Archibald briefly explained the Library's new outreach program, Library on the Go. Library Outreach Coordinator Blackburn will be providing more information about this program at an upcoming Board meeting.
	c.				UPDATED LOST AND FOUND POLICY Director Archibald provided the Board with the newly revised Library Lost and Found Policy.
	d.				LIBRARY BRANDING PROJECT UPDATE Director Archibald presented a teaser for the rebranding of the Library's image.
	e.				LIBRARY PROGRAMMING Director Archibald informed the Board about upcoming programs at the various different locations: Celebrate the Lunar New Year; Black History Month Exhibit and Lecture featuring Mr. Ricky McNeal at the North Garland Branch Library; Get Bready to Crumble: Baking Book Club; and Building Your Crochet Basics at the South Garland Branch Library. Director Archibald also discussed the high volume of attendees for Spanish language programs.
