MINUTES
The Environmental and Community Advisory Board of the City of Garland convened in regular session at 7:00 p.m. on Wednesday, March 8, 2023, in the Work Session Room, 200 North Fifth Street, Garland, Texas, with the following members:

APPROVAL OF MINUTES
The minutes of the February 8, 2023, meeting were approved as written.

ITEMS FOR INDIVIDUAL CONSIDERATION
Public Comments
Persons who desire to address the Board on any item on the agenda are allowed three minutes to speak.
Testimony may be held until the item is considered or given at the beginning of any Board meeting.
Invited testimony may also occur at any time, subject to a request of the Member of the Board and with the approval of the Board Chairperson.
Homeless Camp Remediation Program Overview
Officer Keith Wilson and
Code Inspector
Dedra Johnson provided information and
a
video presentation on the processes used by the City to address nuisance violations created by homeless camps. Educational information is provided to local organizations such as homeowner associations, community organizations, and crime prevention groups on how to help prevent encampments and the steps needed in order to properly address homeless camps. Additionally, Officer Wilson and Inspector Johnson answered many questions from the Board regarding this issue and opportunities to assist the homeless in the City of Garland.
Keep Garland Beautiful - Betty Roberts provided dates and information on upcoming cleanup events. Those interested in participating are encouraged to contact Keep Garland Beautiful. The following events have been scheduled for the months of March, April, and May:
March 19: Adopt-a-Highway clean-up scheduled at 9 a.m.
March 24 - 25: International Leadership of Texas is hosting a cleanup event as well as a service expo. The event will be held at the International Leadership of Texas High School campus located at 4413 N Shiloh Rd in the City of Garland.
April 28 - Cleanup scheduled for students from Lakeview Centennial High School
May 13 - Duck Creek clean-up. Participating city departments include Neighborhood Vitality, Stormwater, Parks, and Sanitation.
Recognition for Environmental Achievements - Betty Roberts has recommended Lavon Drive Baptist Church be recognized for their landscaping. Recognition will be scheduled for the May 2 City Council meeting.
Community Involvement - Os Rodriguez asked for volunteers and provided information on the upcoming paper shredding and recycling event hosted by the Sanitation Department. The event has been scheduled for Saturday, June 24 from 9 a.m. to 12 noon at the Garland Transfer Station.
