The Development Services Committee of the City of Garland convened in regular session at 4:00 p.m. on Monday, March 20, 2023, in the Work Session Room, 200 North Fifth Street, Garland, Texas, with the following members:

APPROVAL OF MINUTES
a.
Approval of the Minutes of the February 20, 2023 meeting.
Motion was made by Council Member Jeff Bass to approve the minutes as presented and seconded by Council Member Deborah Morris. Motion carried unanimously.

Public Comments
Persons who desire to address the Committee on any item on the agenda are allowed three minutes to speak.
Testimony may be held until the item is considered or given at the beginning of any committee meeting.
Invited testimony may also occur at any time, subject to a request of the Member of the Committee and with the approval of the Committee Chairperson.
b.
Comprehensive Review of Submittal Requirements for Zoning, Engineering and Utility Plans
Will Guerin, Planning Director provided a presentation regarding the Submittal Requirements for Zoning Plans:
General Intake Process:
Schedule a Pre-Filing Appointment with the Planning Department.
The applicant will upload the application materials and provide application fee payment.
Staff will review the submittal for completeness.
Staff will process the payment if the application is complete.

Public Hearing Application
Acknowledgement Sheet (signed and notarized)
Schematic Engineering Drawings (if required, must be submitted directly to the Engineering Department)
Legal Description in Microsoft Word Format
Detailed Written Description of the Request
Survey or Google Aerial with property boundaries
Tax Record
Application Fee Payment
Planned Development/Detail Plan
Public Hearing Application
Acknowledgement Sheet (signed and notarized)
Schematic Engineering Drawings (if required, must be submitted directly to the Engineering Department)

Michael Polocek, Engineering Director, provided a presentation regarding the Submittal Requirements for Engineering and Utility Plans:
Schematic Engineering Drawings
Schematic Engineering Drawings are in support of a zoning application that contains a site layout “Zoning Site Plan” (examples PD with Detail Plan, SUP)
Schematic Engineering Drawings are needed to prove out that the zoning site plan can function as shown from an engineering perspective (water, sewer, drainage, transportation, fire)
Submittal Requirements – all submittals made electronically via email
Engineering first submittal form (EFSF)
Existing and Proposed Drainage Area Map & Schematic Utility Plan
If applicable: Downstream Assessment, Flood Study, Water/Wastewater Capacity Analysis, TIA (to Transportation)
Site Engineering & Public Works Construction Plans:
Site Engineering & Public Works construction plans are needed for any work outside the building if connecting to our public utility systems or having a land disturbance of 1 acre or more
Submittal Requirements – all submittals made electronically via email
Engineering first submittal form (EFSF)
Full construction plans for everything outside the building
If platting is involved, the Working Plat will be a component of the plans
Impervious Area Status Sheet (TSM Appendix 6A) and Construction Site Notice
Cost estimate for Engineering Review and Inspection Fee
Site Engineering & Public Works Construction Plans
Additional items needed when applicable:
License Agreement and Real Property Improvement Authorization if encroaching into City’s ROW or easement
Downstream Assessment or Flood Study or Floodplain Development Permit
Geotechnical Report of Public Roadways
Detention Pond O&M Manual
Off-site permission letters
Off-site easements or Abandonment documents
Comment Response forms when resubmitting
Working Platt Submittal

There was discussion between the Committee and Staff.
The Committee requested that Staff provide a comparison chart of other cities' Submittal Requirements for Zoning, Engineering and Utility Plans.
