MINUTES
The Library Board of the City of Garland convened in regular session at 6 p.m. on Monday, April 10, 2023, in the Work Session Room, 200 North Fifth Street, Garland, Texas, with the following members:

CITIZEN COMMENTS
Persons wishing to address issues not on the agenda may have three minutes to address the Library Board at this time. The Library Board is prohibited from discussing any item not posted according to the Texas Open Meetings Act.

APPROVAL OF MINUTES
CONSIDER APPROVAL OF MARCH 13, 2023 REGULAR MEETING MINUTES
Motion was made that the Minutes of the March 13, 2023, regular meeting be approved with recommended corrections.
Motion made by Board Member Adam Greenup and seconded by Board Member Kristin Lucido.

ITEMS FOR INDIVIDUAL CONSIDERATION
a.
DISCUSS BOARD MEMBER RESIGNATION
Assistant Library Director Massey reported that Board Member Dorothy McAllister resigned from the Library Board.
b.
CULTURAL DISTRICT DESIGNATION PRESENTATION
Cultural Arts Director Rosenthal presented the Board with information on the value and benefits associated with being designated a cultural district with the Texas Commission on the Arts.
Motion was made in support of the City of Garland's application for the Texas Commission on the Arts' Cultural Districts Program.
Motion made by Board Member Gwendolyn Daniels and seconded by Board Member Adam Greenup. Motion carried unanimously.
c.
NEW LIBRARY SERVICE
Senior Librarian Reid reviewed the Library's new service, Hoopla. Hoopla will provide patrons access to a wide variety of digital media, including music, movies, television shows, graphic novels, and binge passes.
d.
CAPITAL IMPROVEMENT PLAN/BOND PROGRAM UPDATES
Assistant Library Director Massey reported City Council awarded the construction bid for the Central Library construction project. The Central Library will close to the public on April 16, 2023, allowing two weeks to move and set up the Central Library Express. The Central Library Express is scheduled to open to the public on May 1, 2023. The Library will host an open house the week before the Central Library Express opens. The first Library Materials Kiosks is scheduled to be installed next to City Hall at the end of April.

LIBRARY OUTREACH UPDATE
Public Services Administrator Cizek updated the Board on recent outreach events the Library has participated in: Garland Independent School Districts' Pre-Kindergarten and Kindergarten Explore Event, Garland Classical Academy School Literacy Night, Big Art Day at the Granville Arts Center, and Delta Kappa Gamma Teacher's Society. The Library engaged with over 600 people during these events and issued over 50 library cards. "Library On the Go!" launched April 10, 2023. It is located at Bradfield Recreation Center. This outreach program is dedicated to connecting the underserved areas of the community with resources, programs, and materials.
