- Detail Plan
The applicant proposes a Detail Plan for a development of eighty-eight (88) townhouses and eight (8) HOA open space lots. In addition, forty-three (43) mews lots and forty-five (45) front-loaded lots are proposed.
Per the applicant’s narrative, “any lot that may front onto a common area in lieu of a public street, in which the common lot line shall serve as the front property line for purposes of minimum front yard building setbacks and the lot shall be alley-served with a mews type alley as shown on the Site Plan" (Exhibit C).
- Entry Option B
Apart from the deviations listed, the site plan (Exhibit C) meets all technical requirements. However, the site plan (Exhibit C) currently reflect the access from East Kingsley Road to not align with Keen Drive and it also reflects an alternative alignment to Keen Drive. The alignment to Keen Drive requires right-of-way dedication from the western church property. The applicant has been working with the church property for right-of-way. If the church is amenable to the alternative option, the access from East Kingsley Road will align to Keen Drive, while maintaining eighty-eight (88) townhouses. It should be noted both layouts meet the technical requirement.
- Screening and Landscaping
The landscape plan (Exhibit D) complies with the applicable screening and landscaping standards per the GDC.
A six (6)-foot ornamental fence along with required landscaping is proposed along East Kingsley Road and East Centerville Road.
- Amenities
Common open space area is included with the proposed development in accordance with the GDC. The amenity requirements of the Single-Family Attached (SFA) District per the GDC are satisfied.
- Parking
The site plan (Exhibit C) complies with the required enclosed garages spaces and guest parking per the GDC.
- Garages
The GDC requires the face of a garage door to be at least twenty (20) feet from the street or alley right-of-way line that the garage door faces (twenty-four feet if facing an interior lot/property line), and must have at least one of the following designs, as depicted in Illustrations 4-9 through 4-13:
- Rear entry;
- “J” drives, for front entry properties;
- “Swing” drives, for side entry properties; or
- Offset front entry with the garage door set back at least five feet behind the front building face.
The site plan (Exhibit C) reflects forty-three (43) alley-loaded lots and forty-five (45) front-loaded lots. No deviations have been requested by the applicant
- Building Design
Building elevations were not submitted with this request, as the applicant states there is no builder under contract at this time. However, the applicant confirmed the building elevations will comply with the articulation requirements per Section 4.84. Staff will verify full GDC and PD compliance for the building elevations during permitting review.
- Signage
No deviations have been requested on signage. All GDC requirements will be satisfied.
