ISSUE
Consider whether to enter into an Advance Funding Agreement (AFA) with Texas Department of Transportation (TXDOT) for the design and construction of the Pedestrian Routes to Forest/Jupiter DART Station in Garland, Texas.
OPTIONS
Adopt a Resolution which authorizes the City Manager to execute an AFA with TXDOT for the design and construction of the Pedestrian Routes to Forest/Jupiter DART Station in Garland, Texas.
Take no action.
RECOMMENDATION
Option 1. If Council concurs, this item will be scheduled for formal consideration at the June 6, 2023 Regular Meeting.
BACKGROUND
DART, with the assistance of the North Central Texas Council of Governments (NCTCOG), performed a study of pedestrian routes to and from the DART train stations in Garland. The study is called “DART Red & Blue Line Corridors – Last Mile Connections Project in City of Garland” and was completed in November 2020. The Regional Transportation Council (RTC) has approved funding for the Pedestrian Routes to Forest/Jupiter DART Station in Garland, Texas. The project included the design and construction of high priority sidewalks within ½ mile radius of the station.
The NCTCOG and RTC agreed to fund an amount of $4,000,000 to the Pedestrian Routes to Forest/Jupiter DART Station in Garland. The remaining balance would be paid through a commitment of local funds. The following is the estimated funds for the project by each Agency:

3. Local Government (City of Garland) shall be responsible for 20% of project cost and 100% of cost overruns.
CONSIDERATION
Council action is required to authorize the City Manager to enter into the AFA with TXDOT.
The City Attorney's Office has reviewed the Advanced Funding Agreement.
