MINUTES
The Environmental and Community Advisory Board of the City of Garland convened in regular session at 7 p.m. on May 10, 2023, in the Council Work Session Room, 200 North Fifth Street, Garland, Texas, with the following members:

APPROVAL OF MINUTES
Consider approval of the minutes of the April 12, 2023 meeting.

ITEMS FOR INDIVIDUAL CONSIDERATION
Public Comments
Persons who desire to address the Board on any item on the agenda are allowed three minutes to speak.
Testimony may be held until the item is considered or given at the beginning of any Board meeting.
Invited testimony may also occur at any time, subject to a request from a member of the Board and with the approval of the Board Chairperson.
Planning Department Overview – Planning Director, Will Guerin provided a thorough overview of the Planning Department which consists of two primary divisions: Development Planning and Long-Range Planning. The Development Planning Division focuses on development coordination & review, zoning, subdivision plats, and other plan reviews covered by the Garland Development Code. The Long-Range Planning Division focuses on comprehensive & small area planning, Geographic Information System, population, and demographics. Additionally, Mr. Guerin provided an overview of the Envision Garland 2030 Plan which emphasizes in land use, economic development, housing & neighborhoods, transportation & infrastructure, community design, as well as implementation. Mr. Guerin also addressed several questions regarding automotive use and other topics under commercial zoning.

Betty Roberts reported that there was a very good turnout at the Earth Day celebration event hosted by the City of Rowlett, however, due to dropping temperatures, most people left the event earlier than planned.
The 2
nd
annual Get the Yuck Out of Duck Creek cleanup event is scheduled for May 13
th
from 9 a.m. to noon, anyone interested in participating in this event is encouraged to report to 4021 Duck Creek Drive in Garland.
The Austin Academy for Excellence Middle School will be holding a Career Day event on May 12th, KGB’s Betty Roberts will be a guest speaker at the event.
Recognition for Environmental Achievements - The Lavon Drive Baptist Church was recognized for their environmental achievements at the May 2nd Council meeting.
Community Involvement
- Ken Risser complimented the City of Garland on the many musical events held during the spring and summer.
