MINUTES
The Library Board of the City of Garland convened in regular session at 6 p.m. on Monday, August 7, 2023, in the Work Session Chambers, 200 North Fifth Street, Garland, Texas, with the following members:

MINUTES
a.
Consider approval of the Library Board minutes for the May 8, 2023 meeting.
Motion was made that the Minutes of the May 8, 2023, regular meeting be approved with recommended corrections.
Motion made by Board Member Trellas Gotcher and seconded by Board Member Adam Greenup.

CITIZEN COMMENTS
Persons wishing to address issues not on the agenda may have three minutes to address the Library Board at this time. The Library Board is prohibited from discussing any item not posted according to the Texas Open Meetings Act.

ITEMS FOR INDIVIDUAL CONSIDERATION
a.
Capital Improvement Plan/Bond Program Updates
Director Archibald reported the North Garland Library exterior facade enhancements and signage project bids were higher than expected. The Library is working with the Office of Neighborhood Vitality to adjust the project and look for additional funding. The first Library Material Kiosk installed next to City Hall has been wrapped with the Library's #staycurious branding, and the second is scheduled to be installed at Lon Wynne Park on October 23. Construction fencing was installed around the Central Library. The automated material handling system has been removed from the Central Library, as well as the lighting fixtures and remaining furniture. Demolition is expected to start in the upcoming weeks. City Council awarded the bid for the new West Garland Library and the groundbreaking ceremony was held on July 22.
b.
FY2024 Budget Overview
Director Archibald provided an overview of the Library's requests for the Fiscal Year 2024 Budget. Requests include start up costs for the renovated Central Library and new West Garland Library; one time and ongoing costs for the Library Material Kiosks; the branding project; licensing and maintenance for the laptop kiosks; and reclassification of vacant positions. The following meetings will be held for the Fiscal Year 2024 Budget: Special Meeting Budget Work Session on August 12; City Council Public Hearing for 2023-24 Proposed Budget on August 15; Special Meeting Work Session for Public Hearing for 2023-24 Proposed Budget and Proposed Tax Rate on August 22; and City Council Regular Meeting for adoption of the 2023-24 Budget on September 5.
c.
Family Place Library Collection and Program Update
Director Archibald provided an update on the Family Place Library Program offered at the South Garland Library. The South Garland Library was awarded the Family Place Libraries Grant by the Texas State Library and Archives Commission. The grant provides library materials, programs, and experts in child development to help parents and caregivers for children up to age five. Workshops have been at capacity and range in topics from nutrition, auditory and sensory learning, to milestones for children. The Library is working to expand the parenting collection at the South Garland Library in an effort to support the program.
d.
Library Programming Update
Director Archibald discussed the June Pride Program held at the South Garland Library, Craft with Pride. The program was met with mixed reactions on the City's social media account after re-posting the Library's Facebook post. The program was held and participants were very appreciative and loved the program. This was the Library's first pride program. The Library plans to continue to celebrate the diversity of the community through programming.
