MINUTES     The Administrative Services Committee of the City of Garland convened in regular session at 4:00 p.m. on Tuesday, August 1, 2023, in the Work Session Room, 217 North Fifth Street, Garland, Texas, with the following members:
Present: Deborah Morris, Chair     Dylan Hedrick, Council Member     Margaret Lucht, Council Member   Staff Present: Mitch Bates, Deputy City Manager Phillip Urrutia, Assistant City Manager Shawn Roten, Deputy City Attorney Rene Dowl, Recording Secretary Dana Lodge, Director of Convention and Visitors Bureau Bob Goodwin, Assistant to the City Manager

AGENDA:
	1.				APPROVAL OF MINUTES Approval of the minutes from the April 18, 2023, meeting. The motion was made by Council Member Hedrick to approve the minutes as presented, seconded by Council Member Lucht. The motion carried unanimously.
	2.				PUBLIC COMMENTS Persons who desire to address the Committee on any item on the agenda are allowed three minutes to speak. Testimony may be held until the item is considered or given at the beginning of any committee meeting. Invited testimony may also occur at any time, subject to a request of the Member of the Committee and with the approval of the Committee Chairperson. There were no speakers on this item.
	3.				ITEMS FOR INDIVIDUAL CONSIDERATION
		a.			Discuss and review current policies for naming City owned property. There was discussion by the committee and staff, resulting in a decision to add a section in the Council Policies for a decision-point to name facilities. Shawn Roten, Deputy City Attorney, was instructed to draft the change(s) and bring the item back to the ASC at their next meeting.
		b.			Discuss and review policies for sponsoring non-profit events Mitch Bates, Deputy City Manager, provided the staff report. One suggestion is to provide a tentative budget for the year instead of multiple requests during the year. Chair Morris requested staff to consider increasing the amount (from $5k to $10K) that is required for Council approval. It was the consensus of the committee to have staff review the policy and come back to the next ASC meeting with recommendations.
