MINUTES
The Environmental and Community Advisory Board of the City of Garland convened in regular session at 7:00 p.m. on Wednesday, September 14, 2022, in the Work Session Room, 200 North Fifth Street, Garland, Texas, with the following members:

APPROVAL OF MINUTES
The minutes of the August 10, 2022, meeting were approved as written.

ITEMS FOR INDIVIDUAL CONSIDERATION
Animal Services Department Overview - Art Munoz, Director of Animal Services gave a brief overview of the new facility. The shelter takes in an estimated 6,000 animals per year. About 2,000 of those animals are adopted. The shelter also works with rescue partners to re-home animals. The outreach department provides education on animal care to the public as well as information on vaccines, microchip programs, and sterilization.
Resource Recycling Conference Summary - Michelle Stuyvesant, Sanitation Community Outreach Coordinator, presented information learned from the Resource Recycling Conference. The presentation included discussion on the three keys to elevate outreach to the community: (1) keep it simple; (2) repeat the message constantly; and (3) encourage communication between all parties. The current focus for the Sanitation Department is on the Quick Tips on social media, which will be repeated over the next 6 - 8 months.
Keep Garland Beautiful - Betty Roberts provided the dates for the following events:
September 22 - North Texas Giving Day
September 24 - Work Day at the Garland Animal Shelter from 8am - 12pm.
October 1 - Tri-City Cleanup
Recognition for Environmental Achievements - Betty Roberts reported that David Parrish will be recognized for his achievements at the October 18 council meeting.
Community Involvement - Ken Risser provided the following community information:
Grant applications for the Office of Neighborhood Vitality (ONV) are due September 23.
National Good Neighbor Day is September 28.
ONV is holding a raffle for the block party trailer to be used by the winning neighborhood for National Night Out. Applications are due by September 18. The winning neighborhood will be announced on September 20.
Water department is hosting a fall rain barrel sale. Orders can be placed through October 19. Rain barrels must be picked up on November 1 - 2.
GP&L and Cultural Arts will give away free trees. Registration is open from October 3 - 28.The Garland Guzzler is scheduled to take place September 24.
The Shores of Wellington neighborhood is hosting a community Halloween event Saturday, October 29.
