MINUTES
The Transportation Infrastructure Mobility Committee of the City of Garland convened in regular session at 5:00 p.m. on Tuesday, September 20, 2022, in the Work Session Room, 200 North Fifth Street, Garland, Texas, with the following members:

Approve the August 16, 2022 Meeting Minutes
Motion to approve the August 16, 2022 Meeting Minutes was made by Council Member Robert Vera; seconded by Council Member Jeff Bass; motion passed.

Flood Prone Properties Buyout Program Further Discussion
Michael Polocek updated the Committee that further information learned by Ryan Mortenson while attending the Texas Flood Plain Manager's Association Annual Conference shortly after the August 16, 2022 TIM Meeting better explains how FEMA requires the City to run the program. At the request of Committee Chair Hedrick, Michael Polocek presented Ryan Mortenson with Pacheco Koch to update the Committee on the program processes and procedures proposed to implement with the Flood Prone Properties Buyout Program as well as discuss the recommendations for the funding portion of the program.
Michael Mortenson updated the Committee on the Texas Water Development Board and FEMA FMA Grant Process.
Michael Polocek provided the Committee with the following proposed recommendations in moving forward with the Flood Prone Properties Buyout Program:
Allocate a maximum of $2,000,000 for the first year of the program (2023)
Program Outreach: January - February 2023
City Application Period: March - April 2023
Four or fewer applicants: City uses $2,000,000 to purchase all properties (fall 2023)
More than four applicants: City prepares FMA Grant Application for all eligible properties; submit to the TWDB following the TWDB/FEMA FMA Grant Process
FEMA selection June 2024
Potential for property purchases by end of 2024
The Committee's recommendation is to not use the $2,000,000 for just the four properties but instead use the entire $4,000,000 as matching funds and go through the FEMA process only with selections subject to FMA's Grant Application.
