ITEMS FOR INDIVIDUAL CONSIDERATION
A) Public Comments
Persons who desire to address the Committee on any item on the agenda are allowed three minutes to speak. Testimony may be held until the item is considered or given at the beginning of any ASC meeting. Invited testimony may also occur at any time, subject to a request of the member of the committee and approval of the chair.
B) Finalize Council Policy Recommendations
By policy, the Administrative Services Committee is tasked with reviewing the City Council's Policies on an annual basis. Proposed changes are forwarded to the full council for review and approval.
City Attorney England informed the committee he had incorporated Council Member Hedrick's comments into the Council Policy. The committee again reviewed all redlined items in the policy:

The committee continued the discussion on Floor Amendments from Page 8, Section (4)(D). After extensive discussion, it was the committee's consensus that the chair will meet with Mr. England to review all distinct possibilities associated with this item and bring those items to the full body for deliberation.
A motion was made by Mayor Pro Tem Morris to bring the policy to council with the additional step for floor amendments, seconded by Council Member Hedrick. Motion carried:
