INTERGOVERNMENTAL AGREEMENT (IGA) WITH CITY OF GLENDALE TO UTILIZE LANDFILL

SUMMARY
An Intergovernmental Agreement (IGA) with the city of Glendale will allow city staff and Goodyear residents to utilize the Glendale Landfill for solid waste disposal.
Recommendation
Authorize the Mayor or designee to enter into an IGA with the city of Glendale, which would allow city staff and Goodyear residents the ability to utilize the Glendale landfill. (Adam Kurtz, Solid Waste Superintendent)
FISCAL IMPACT
The IGA contains a negotiated rate of $31.75 per ton which will increase by 1.5% annually through the expiration of the IGA on June 30, 2027. In comparison, the Waste Connections transfer station rate is $38.00 per ton. There are no automatic renewals for this IGA.
The total estimated disposal cost for bulk material in the FY2024 budget is $214,800. Funding for the disposal cost is included in the Solid Waste operating base budget.
BACKGROUND AND PREVIOUS ACTIONS
On January 29, 2019, Council authorized the City Manager to sign a contract and begin the transition process for the city’s solid waste and recycling services with Right Away Disposal (now Waste Connections). This contract includes disposal services for all city departments and Goodyear residents at their transfer station located at 3000 South 19th Avenue, Phoenix. However, based on the proximity of the transfer station, staff researched optional disposal locations.
On May 13, 2019, Council approved an IGA with the city of Glendale for the use of their landfill for disposal of bulk trash. This contract expires June 30, 2023. This new IGA is needed to continue use of their landfill by the city and provide access to Goodyear residents.
STAFF ANALYSIS
The city of Glendale owns and operates a landfill located at 11488 West Glendale Avenue, Glendale. This location is closer to the city of Goodyear than the Waste Connections transfer station. We anticipate we will continue to take 98 percent (approximately 6,028 tons) of our bulk material to the Glendale landfill. The remaining 2 percent would be taken to Waste Connections (previously Right Away Disposal) Phoenix facility as necessary.
