MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN GOODYEAR AND SALT RIVER PROJECT (SRP) WHERE SRP AGREES TO SUBSIDIZE THE ANNUAL COST OF THE WATERFLUENCE WATER BUDGET EFFICIENCY SOFTWARE CURRENTLY UTILIZED BY GOODYEAR TO PROVIDE EFFICIENCY METRIC DATA TO WATER CUSTOMERS WITH LARGE LANDSCAPES

SUMMARY
The City of Goodyear’s Water Conservation team currently provides water budgeting software called Waterfluence to our large water customers. The software helps improve overall water efficiency by assisting customers understand their current water usage, and compares it to an industry standard water budget. Customers can track their progress monthly and adjust watering schedules as needed. The MOU will allow for SRP to financially support the total annual cost for Goodyear’s use of the software, Waterfluence through 2029.
Recommendation
Approve and authorize the City Manager or designee to execute the MOU with Salt River Project (SRP) to subsidize the annual cost of Waterfluence. (Ray Diaz, Water Resources & Sustainability Manager)
FISCAL IMPACT
The city incurs an annual cost of approximately $15,000 for the use of the Waterfluence software. These costs are currently paid by the City of Goodyear Water Department only and are not passed on to the customer. With the approval of the MOU, SRP will pay 100% of the cost to maintain the software until 2029 saving the city $15,000 annually. No funding will be exchanged between Goodyear and SRP, SRP agrees to work directly with the software vendor (Waterfluence) to financially support the program for Goodyear.
BACKGROUND AND PREVIOUS ACTIONS
Goodyear Water Conservation staff currently works with Waterfluence to provide landscape water efficiency charts to large water customers. The software has yielded a year-over-year water savings of approximately 1 million gallons. Staff has made great strides in expanding the program, but there are several large water users that still are not participating. Expansion of the program should be easier with Salt River Project paying for the annual cost of the software. Salt River Project is coordinating with several water providers in the region to support and sponsor this effort in order to accelerate and reach their 2035 water savings goals. Because the obligations under the terms of the MOU coincide with the fiscal year, this MOU will be effective on July 1, 2023 and will expire six (6) years after the effective date unless terminated earlier as provided in the MOU.
STAFF ANALYSIS
The attached MOU outlines the extent to which SRP is willing to financially support Goodyear’s efforts at landscape water efficiency on an annual basis. Because Goodyear staff already works with Waterfluence, this MOU will be cost effective for Goodyear and allow for easier expansion to landscape water customers outside Goodyear’s water service area (such as those served by Liberty or EPCOR).
