RECOGNIZE THE 10 heART OF GOODYEAR ARTISTS
(Layne Ruiz, Arts and Culture Coordinator)
Layne Ruiz, Arts and Culture Coordinator, introduced the artists who worked on the 10 hearts around Goodyear. The artists were recognized and thanked for their work to support Arts and Culture in Goodyear.

INTERGOVERNMENTAL AGREEMENT (IGA) WITH THE CITY OF PHOENIX FOR THE ADMINISTRATION OF THE DEPARTMENT OF JUSTICE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG)
Recommendation
Approve the IGA with the City of Phoenix for grant administration for the Edward Byrne Justice Assistance Grant. (Santiago Rodriguez, Chief of Police)

AMERICAN RESCUE PLAN ACT PASS-THROUGH GRANT APPLICATION TO MARICOPA COUNTY
Recommendation
ADOPT RESOLUTION NO. 2023-2287, AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR AMERICAN RESCUE PLAN ACT (ARPA) PASS-THROUGH FUNDS TO THE MARICOPA COUNTY HUMAN SERVICES DEPARTMENT, AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO EXECUTE ALL DOCUMENTS RELATING TO SAID APPLICATION, AND AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO NEGOTIATE THE TERMS OF AN INTERGOVERNMENTAL AGREEMENT WITH MARICOPA COUNTY AND AN AGREEMENT WITH DOMINIUM, INC. (IF GRANT FUNDS ARE AWARDED). (Jenna Goad, Assistant to the City Manager)

2023 STATE AND FEDERAL LEGISLATIVE AGENDA
Government Relations Manager Ginna Carico presented information to Council about the proposed legislative priorities. She spoke about the various committees the Council serves on with our multiple community partners, including Maricopa Association of Governments, Arizona Municipal Water Users' Association, Luke West Valley Council, the League of Arizona Cities and Towns, Valley Metro and WESTMARC.
Ms. Carico spoke about Prop 400E and the efforts to get other updates through the legislature. She provided a brief update about Short Term Rentals, Affordable Housing and Revenue Surplus and Tax Cuts as changes from the last legislative session.
Ms. Carico reviewed the guiding principles, the process followed when bills are dropped by the legislative body and current legislative issues including protecting local revenues, extending the current Prop 400 and the Housing Supply Collaboration.
Council suggested a tour to show our representatives Goodyear.
Council requested a meeting with the President of the Senate and Speaker of the House. Ms. Carico responded that she would work towards getting that meeting scheduled.
Council thanked Ms. Carico for her work to keep Council informed and keeping Goodyear goals as a focus.

INFORMATION ITEMS
Council welcomed Councilmember Gillis to Council and congratulated Mayor Pizzillo, Councilmember Campbell and Councilmember Hampton on their re-election. They also thanked Councilmember Hampton for his service as Vice-Mayor.
City Manager Julie Karins reported that over 600 people were in attendance at the Pop-Up Food Truck event that occurred on Friday. She added that the food truck and ice skating rink had both sold out.
Ms. Karins welcomed Andy Granger as the new Deputy City Manager and thanked Fire Chief Paul Luizzi and Deputy Fire Chief Tim Wayne for their service serving as interim Deputy City Manager and Fire Chief, respectively.
