PROCLAMATION RECOGNIZING OTHELL "TIM" NEWBILL
Mayor Pizzillo presented Tim Newbill with a proclamation recognizing his contributions to the city and the community.

RECOGNITION OF CAPTAIN RON LILLEY'S 41 YEARS OF SERVICE WITH GOODYEAR FIRE DEPARTMENT
Fire Chief Paul Luizzi recognized Captain Ron Lilley for his longstanding service to the city. A video produced by Digital Communications Department was played.
Captain Lilley thanked the city for their support throughout his career. Council expressed appreciation for his years of service and congratulated Captain Lilley on his retirement.
3.
RECOGNITION OF OFFICER GENE HINDMAN'S 23 YEARS OF SERVICE WITH GOODYEAR POLICE DEPARTMENT
Chief of Police Brian Issitt recognized Officer Gene Hindman for his years of service and highlighted various points in his career.
Officer Hindman thanked the city for the opportunity to serve the community. Council expressed appreciation for his years of service and congratulated Officer Hindman on his retirement.

Peter Mardesich, Goodyear resident, spoke regarding the location of the CantaMia dog park.
Solomon Jedidi, Goodyear resident, expressed noise concerns regarding a nearby factory.

APPROVAL OF NEW SERIES 12 (RESTAURANT) LIQUOR LICENSE FOR OVER EASY
RECOMMENDATION
Recommend approval of Application No. 319586 to the Arizona Department of Liquor Licenses and Control (DLLC) for a New Series 12 (Restaurant) liquor license for Over Easy located at 1845 N Globe Drive, Suite 104, Goodyear, AZ 85395. (Jasmine Pernicano, Acting City Clerk)

RECOMMENDATION
Recognize the 2025 City Council Subcommittee appointments. (Rosalva Zimmerman, Assistant to the Mayor)
7.
APPROVE BUDGET AMENDMENT AND EXPENDITURE AUTHORITY FOR NEW WATER METERS AND CENTRAL ARIZONA PROJECT (CAP) WATER DELIVERY CHARGES
RECOMMENDATION
Approve a budget amendment and expenditure authority for fiscal year (FY) 2025 in the amount of $756,500 from the Water Operating Fund balance for increased charges for CAP water delivery, and to purchase new water meters and equipment necessary for installation for new development. (Barbara Chappell, Water Services Director)
8.
AUTHORIZATION OF EXPENDITURE FOR THE LOST LIFT STATION ODOR SCRUBBER REPLACEMENT PROJECT
RECOMMENDATION
Authorize the expenditure of wastewater asset management funds up to $655,000 for the Lost Lift Station Odor Scrubber Replacement project. (Barbara Chappell, Water Services Director)

AUTHORIZATION OF THE EXPENDITURE OF FUNDS FOR APPROVED CAPITAL IMPROVEMENT PROJECT (CIP) PROJECT #42089 – INDIAN SCHOOL – PERRYVILLE TO CITRUS
RECOMMENDATION
Authorize the expenditure of funds up to $3,700,800 for CIP Project #42089 – Indian School – Perryville to Citrus for roadway improvements and traffic signal installation. (Steve Scinto, Director of Engineering)
In response to Council inquiry, Director of Engineering Steve Scinto explained that the scope of the project is located west of the Microsoft frontage.
10.
AUTHORIZATION OF THE EXPENDITURE OF FUNDS FOR APPROVED CAPITAL IMPROVEMENT PROGRAM (CIP) PROJECT #30010 – FIRE STATION 182 RENOVATION & BATTALION CHIEF QUARTERS
RECOMMENDATION
Authorize the expenditure of funds up to $7,957,000 for CIP Project #30010 – Fire Station 182 Renovation & Battalion Chief Quarters. (Steve Scinto, Director of Engineering)
11.
AUTHORIZATION OF THE EXPENDITURE OF FUNDS FOR APPROVED CIP PROJECT #50059 – BULLARD WASH TRAIL EXTENSION TO BALLPARK
RECOMMENDATION
Authorize the expenditure of funds up to $2,285,000 for Capital Improvement Program (CIP) Project #50059– Bullard Wash Trail Extension to Ballpark. (Steve Scinto, Director of Engineering)
Erika James, Goodyear resident, thanked the city and expained that she would follow up with Parks & Recreation regarding Item 11.
12.
COMBINE CAPITAL IMPROVEMENT PROGRAM (CIP) PROJECT #35011 TELECOMMUNICATIONS REMODEL AND TELECOM OPERATING PROJECT, AND AUTHORIZE BUDGET AMENDMENT AND EXPENDITURE OF FUNDS
RECOMMENDATION
Authorize the budget amendment to combine CIP Project #35011 Telecommunications Remodel and Telecom Operating Budget Supplemental project into one (CIP #35011), reallocate eligible costs from the General Fund to the Police Development Impact Fee (DIF) Fund, and authorize the expenditure of funds up to $1,902,800 for CIP Project #35011 – Telecommunications Remodel. ORDINANCE UPDATING ALTERNATE MEMBERS FOR THE ARTS AND CULTURE COMMISSION AND PARKS AND RECREATION ADVISORY COMMISSION
RECOMMENDATION
1. ADOPT ORDINANCE NO. 2025-1626 AMENDING GOODYEAR CITY CODE ARTICLE 3-9-3 UPDATING THE GOODYEAR ARTS AND CULTURE COMMISSION ALTERNATE MEMBERS; PROVIDING FOR CORRECTIONS, SEVERABILITY, AND AN EFFECTIVE DATE; and

AMENDMENT TO THE FY2024 - FY2025 MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN CITY OF GOODYEAR AND GOODYEAR POLICE OFFICERS ASSOCIATION
Deputy Director of Human Resources Vicki Lackey explained that one presentation would be given for Item 19 and 20.
She explained that the request to amend article 7 of the Memorandum of Understanding with the Goodyear Police Officers Association will adjust the work period from seven to 14 days to provide greater flexibility in shift schedules and coverage. She added that overtime will be paid after 80 hours within the 14-day work period.
Chief of Police Brian Issitt explained that the proposed changes will allow more flexibility for scheduling police personnel and reduce overtime budget associated with shift coverage.
Acting City Clerk Jasmine Pernicano read Resolution No. 2025-2444 by title only.
In response to Council inquiry, Ms. Lackey explained that there are special circumstances for emergency responders. She confirmed that there was legal support for this change. Chief Issitt added that the proposed changes were made in collaboration with the GYPOA.

21.
AUTHORIZATION OF A BUDGET AMENDMENT FOR THE SECURITY IMPROVEMENT – SOUTH PARKING LOT AT CITY HALL PROJECT
Public Works Director Sumeet Mohan presented the budget amendment request for security improvement to the south parking lot at city hall. Mr. Mohan discussed the changes to the parking lot highlighting the security access control to ensure only authorized vehicles can access or park in this parking lot.
In response to Council inquiry, City Manager Wynette Reed explained that the Traffic Management Center (TMC) parking lot is secured.
Council discussed the location of the new gate, adjustments to the current parking canopy, and how deliveries would be handled. Council expressed support for the badge access and overall improvements.
