Mayor Pizzillo called the Work Session to order at 5:00 p.m.

AGENDA ITEMS FOR DISCUSSION

OVERVIEW OF CITY COUNCIL MEETINGS, PROCEDURES AND GUIDELINES
Mayor Pizzillo addressed the Council, emphasizing the importance of using city-provided email accounts and calendars for official city business. He also reviewed the protocol for addressing questions related to agenda items.
City Manager Wynette Reed introduced the presentation and gave a brief overview of the topics to be covered.
Acting City Clerk Jasmine Pernicano presented an overview of the City Council Meetings Rules of Procedure. She discussed the purpose of the Rules and discussed the types of meetings, order of business on the agenda, meeting conduct, and motion and voting procedures. She explained that the updated Rules of Procedure are scheduled for adoption at the Regular Council Meeting on January 27, 2025.
Council inquired on several procedural matters, including the approval process for a Work Session, public comment procedures, and how future items can be placed on the agenda.
City Attorney Roric Massey provided a review of Open Meeting Law and the city's Ethics Policy.
Council discussed conflict of interest parameters, clarification on a quorum, confidentiality of executive sessions, and the voting process.
Ms. Reed then provided a brief review of the Governance Relations System. She offered examples of guidance and expectations for operating under a council-manager form of government.
Assistant to the City Manager, Jenna Goad, concluded the presentation with a review of the roles and responsibilities of the Assistant to the Mayor, Council Assistants, and Executive Assistant.

2025 STATE AND FEDERAL LEGISLATIVE AGENDA
Chief Government Affairs Officer Ginna Carico and Government Relations Coordinator Haley Rahlf provided a recap of the 2024 Legislative Session and presented the 2025 State and Federal Legislative Agendas, highlighting the city’s priorities and guiding principles for the upcoming session.
Council discussed the recap and inquired about the role of federal lobbyists. Additionally, they highlighted the importance of regular updates on pending legislation that could impact the city.
ADJOURNMENT
There being no further business to discuss, Mayor Pizzillo adjourned the Work Session at 6:39 p.m.
