Meeting was called to order at 5:04pm by Chairman Greg Brown.

DISCUSS UPCOMING UTILITIES RATE STUDY
Presentation by Solid Waste Staff
Sumeet Mohan, Director of Public Works, provided an overview of the city's Public Works Department which includes the Solid Waste Division. Mr. Mohan explained that the Solid Waste Division of the Public Works Department, like Water Services, is an enterprise fund, financed solely by their rates and fees - no General Fund or tax revenue is received. In order to maintain the long-term health and integrity of the city's utilities, the city will be conducting a rate study for water, wastewater, stormwater, and solid waste. Under the current bylaws, the Citizens Water Advisory Committee will be participating in the rate study for water and wastewater. Mr. Mohan kindly requested the Committee's involvement in the rate study for solid waste in addition to water and wastewater.

DISCUSS AND VOTE ON AMENDMENT TO BY-LAWS TO INCLUDE STORMWATER WITHIN THE COMMITTEE'S SCOPE
Staff provided a brief overview of the Stormwater Division of the Water Services Department. Stormwater will be included in the upcoming utility rate study in order to promote the sustainability of stormwater management programs and related infrastructure investments.

PRESENTATION BY STAFF ON FINDINGS OF RECLAIMED OPTIMIZATION STUDY BY LRE WATER
Mr. Ray Diaz, Water Resources and Sustainability Manager, presented an overview of the findings of the Reclaimed Optimization Study recently completed by LRE Water. The study was conducted by LRE Water to analyze the current conditions of the city's Soil-Aquifer Treatment (SAT) Site, factors limiting full utilization of the facility, and recommendations to increase recharge of effluent at the facility.
5.
REVIEW CONSERVATION PLAN NEXT STEPS
Mr. Andrew Pirrone provided a summary of the conservation themes and ideas discussed in the previous meetings. The Committee discussed the process for development of the conservation plan which will be worked upon by the Committee in future meetings.
6.
REVIEW 2025 PROPOSED SCHEDULE
The Committee discussed the proposed schedule for 2025.

NEXT MEETING
The next meeting of the Citizens Water Advisory Committee is tentatively scheduled for Wednesday, February 12, 2024, at Goodyear Public Works located at 4980 S 157th Ave. Goodyear, AZ 85338.
ADJOURNMENT
There being no further business to discuss, Chairman Brown adjourned the meeting at 6:59 p.m.
