1.
PROPOSED URBAN CAMPING ORDINANCE
Assistant to the City Manager Jenna Goad and Police Chief Brian Issitt presented a request for Council feedback to amend Article 11-1 of the Goodyear City Code, which would add a prohibition against unauthorized camping in public places. Chief Issitt gave an overview of the Goodyear Police Department and its Homeless Outreach Team (HOT), which engages individuals experiencing homelessness, providing resources and support, and is supplemented by Phoenix Rescue Mission's outreach efforts. Chief Issitt outlined that the proposed ordinance would prohibit camping on public property and within 500 feet of childcare centers, schools, and homeless shelters. He also reviewed the definition of public property and noted specific exceptions.
Council expressed support for the urban camping ordinance and discussed a diversion program, the plan for signs, enforcement in the Gila River, and homeless prevention.
2.
PAVEMENT CUT POLICY
Director of Public Works Sumeet Mohan presented proposed updates to the city's pavement cut policy. He explained that the updated policy aims to protect and preserve Goodyear's $1.7 billion street infrastructure by proactively managing the city's 1,136 lane miles. He reviewed the current policy and its impact on road conditions. He then outlined the proposed changes: for streets paved within the last two years, an asphalt overlay or inlay would cover all impacted lanes, while older streets would receive a micro or slurry seal. Additionally, he added that the treatments would extend 25 feet in both directions from each pavement cut.
Council expressed support for the policy and the protection of city assets, asked about developer feedback, and discussed the importance of maintaining roadways.
3.
RIGHT-OF-WAY MANAGEMENT FEES AND FINES
Development Services Director Katie Wilken presented a proposal for a new traffic control permit and right-of-way management fee schedule. Ms. Wilken outlined the types of traffic control permits, noted the increase in permit issuance, and highlighted policy and process improvements. She provided a comparison of current and proposed fees, explaining that the updated fees would consider factors such as street type, number of lanes, closure length, and peak vs. non-peak hours, as well as violations and penalties.
Council expressed support for the proposed fee structure and discussed penalties for project delays and the considerations for construction during peak versus non-peak hours.
