REVIEW OF DEVELOPMENT CONTINUUM STREAMLINED PROCESSES
Director of Development Services Katie Wilken and City Attorney Roric Massey co-presented updates on development timeline process improvements related to the Action Item in the Fiscal Year (FY) 2025-2027 Strategic Plan.
Mr. Massey gave an overview regarding the proposed development agreement process and discussed the draft standard operating procedure (SOP). He explained that the Development Agreement Coordinator would facilitate the development agreements between the developer and city departments, and provides accountability and time frames to keep development agreements moving through the city process.
Ms. Wilken then provided an update on transitioning the plat process to an administrative procedure, streamlining customer and staff time, which was adopted by City Council on October 7, 2024, and took effect on November 7, 2024. She relayed that customers have expressed positive feedback regarding this change.
Mr. Massey discussed the relocation of the Real Estate team from Legal Services to the Engineering Department, effective October 1. He explained that this change integrates real estate work directly into Engineering projects, enhancing collaboration with Development Services and streamlining land acquisition processes. He added that this transition allows the Deputy City Attorney to focus more on providing legal support for development projects, further improving efficiencies.
Ms. Wilken then provided an update regarding the rezoning and use permit process. She explained that Development Services staff will now draft stipulations during the first review of rezoning or use permit cases and collaborate with customers during the review meeting to finalize the concepts. She added that by the second review, these agreed-upon stipulations will be sent to Legal for review and finalization, with no further changes unless requested by the customer. Ms. Wilken emphasized that this new process aims to streamline timelines and provide greater certainty and predictability for customers earlier in the process.
Ms. Wilken also outlined upcoming projects, including updates to the zoning ordinance, engineering design standards, and building codes. She emphasized ongoing improvements such as enhanced project case management, proactive scheduling and communication, and plans to provide review timeframe information and strengthen customer service through development advisory forums.
Council discussed various aspects of the development process, emphasizing the need for clearer communication, proactive tracking of development agreements, and accountability across departments. Council inquired about systems for monitoring timelines, notifying developers, and ensuring staffing continuity, and sought clarity on zoning ordinance and building code updates, including timelines, stakeholder engagement, and the adoption process. Additionally, Council expressed concern about the potential impact of recent court rulings and emphasized the need for regular updates and reports to track progress.
