Mayor Pizzillo presented a proclamation to the Estrella Foothills High School Girls' Volleyball Team.
CITIZEN COMMENTS/APPEARANCES FROM THE FLOOR
Michael Cavanaugh, a Goodyear resident, spoke to Council reference truck traffic at Sarival and Lower Buckeye. Council agreed and added that there were also issues on Indian School and 152nd. City Manager Julie Karins asked staff to contact the speaker.

Recommendation
Accept the Special Warranty Deed from Compass Datacenters PHX I, LLC conveying property needed for Bullard Wash.

WESTERN AVENUE PROJECT MINOR LAND DIVISION AND EXPENDITURE AUTHORITY (CIP #42042)

Senior Project Manager Mario Saldamando responded to Council's inquiries about what was previously approved for the property.

5.
PRESENTATION OF THE ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR) AND AUDIT RESULTS
Recommendation
Receive the Fiscal Year 2022 Annual Comprehensive Financial Report and audit results. No action is required. (Jared Askelson, Deputy Finance Director)
Deputy Finance Director Jared Askelson presented information on the Annual Comprehensive Financial Report. He reviewed the standardized reports and the results which included an unmodified opinion, or clean audit, no significant deficiencies or material weaknesses and that the city complied in all material aspects.
Crimson Singleton, Audit Director, with HintonBurdick, reviewed the findings and recommendations which also included no significant deficiencies and no material weaknesses.
Council thanked staff, including Celina Morris, Financial Services Manager, who worked on this audit.
6.
CAMELBACK ROAD WIDENING RAISE GRANT
Transportation Planning Manager Christopher Bridges presented the information on the RAISE grant and the partnerships that would be established to complete the projects.

to ADOPT RESOLUTION NO. 2022-2276, AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR FY 2022- 2023 REBUILDING AMERICAN INFRASTRUCTURE WITH SUSTAINABILITY AND EQUITY, (RAISE) DISCRETIONARY GRANT PROGRAM FUNDS TO THE UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT), AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATING TO SAID APPLICATION, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT, AND AUTHORIZING THE CITY MANAGER TO APPROVE REQUIRED BUDGET AMENDMENTS. ADOPTION OF CITY OF GOODYEAR DROUGHT PREPAREDNESS PLAN 2022 AND AMENDMENTS TO CHAPTER 14 OF THE GOODYEAR CITY CODE
Water Resources and Sustainability Manager Ray Diaz presented information on the Drought Preparedness Plan and changes to Chapter 14 of the Goodyear City Code. He reviewed the four stages of the plan and what activities would take place during each stage.
