Mayor Pizzillo called the Work Session meeting to order at 5:14 p.m.

1.
PUBLIC SAFETY TRAINING FACILITY FEASIBILITY STUDY
Interim Deputy City Manager, Fire Chief Paul Luizzi introduced Daniel Matoba of RDG Planning Group who worked on the feasibility study. Chief
Luizzi
reviewed the
facilities
that already existed in the valley and if they were shared
facilities
with both Police and Fire or if they were
stand-alone
facilities.
Mr. Matoba reviewed the steps taken to gather the data needed to analyze the type of facility that would be used. He reviewed the training that would be required by both Fire and Police and estimated about 124,000 hours in a year at a training center and reviewed the current training options, including travel time as the time out of service.
Mr. Matoba reviewed several options; Option A to Build and Operate Our Own Facility; Option B to Build a Regional Training Facility in partnership with other jurisdictions; and Option C to Maintain the Current Course of Decentralized Public Safety Training.
Council commented that staff should be cognizant of the Facilities Master Plan and its impact on moving forward with a Public Safety Training Facility. Council suggested splitting the pieces out and establishing partnerships with the classroom facility remaining in Goodyear.
In response to an inquiry by the Council, Chief Luizzi said the Facility Master Plan should be completed in the spring of 2023 before the bonding question would be addressed.
Council expressed support of the Public Safety Training Facility and shared the support expressed by our municipal neighbors for a shared facility.
Chief Luizzi commented that additional analysis would be required to determine the needs of any partners in the facility. Mr. Matoba added that it is possible that different parts of the training could be based in the partner cities as well.
Council directed staff to explore the partnerships to determine the needs and to include the facility in the bonding package. Chief Luizzi added that any public safety training facilities would be included in the upcoming Facilities Master Plan.

There being no further business to discuss, Mayor Pizzillo adjourned the Work Session at 5:55 p.m.
