DRAFT COMMUNITY AND NEIGHBORHOOD SERVICES MASTER PLAN – PHASE II: NEIGHBORHOODS |
|
Grants and Neighborhood Services Supervisor Christina Panaitescu introduced Martina Kuehl of Kuehl Enterprises, LLC and added, this is the next phase of the Community and Neighborhood Services Master Plan (CANS) with the first phase being approved by Council in December 2021. Ms. Panaitescu reviewed the steps for the collection of the data needed to complete the first phase of the plan and the four priority service areas identified which were basic needs, mental health, sustainable income, and transportation access. She identified several areas that have been implemented, including mental health first aid training and the launch of the Goodyear Cares Navigator Program, which is important in collecting data to identify the most vulnerable residents. Ms. Panaitescu continued that Phase II of the CANS plan is focused on sustainable neighborhoods and said that five neighborhoods were used as primary areas for the collection of data and the outcomes can then be applied in any neighborhood throughout Goodyear. She identified the ways the City can support neighborhood services. Ms. Kuehl presented the process, findings, and she added that recommendations from Phase II of CANS, which focused on neighborhoods common themes between all participating neighborhoods were landscaping, unimproved assets, pedestrian and bicycle safety, parks, and infrastructure maintenance. Council expressed support for the phase II process and provided feedback for keeping community members engaged and connected throughout the process. |

FY2024 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) |
|
Grants and Neighborhood Services Supervisor Christina Panaitescu reviewed the Community Development Block Grant recommendation to expend funding on program administration and spend the remainder on park enhancements at Palmateer Park. She reviewed the request of the neighborhood to have the project and spoke about the needs of the community in this area. Council asked if other parks had been considered. Ms. Panaitescu responded yes, but other parks had a higher dollar amount requirement than what was available. Council asked if ADA enhancements would be included. Parks and Recreation Director Nathan Torres responded that yes, they would be included. Council directed Ms. Panaitescu to move forward with the recommendation. Council recessed at 6:23 p.m. Council reconvened at 6:38 p.m. |

FACILITY MASTER PLAN UPDATE |
|
Public Works Director Tony Mena introduced Dick & Fritsche Design Group architect Chad Billings and updated the Council on the Facility Master Plan process. Mr. Mena reviewed the primary focus areas which were identified as Litchfield Corridor, Goodyear Municipal Complex (GMC) and Municipal Operations Complex (MOC). Mr. Mena requested feedback from Council on how to proceed with each facility identified. Council questioned the costs for the modifications suggested and strongly supported the need to ensure staff is provided good facilities. Council supported centralized locations for different departments and expressed concern regarding traffic on Estrella. Council asked if the projects will need to go to a bond election. Mr. Mena stated yes, he is meeting with the bond committee in the upcoming weeks. |

2023 COMMUNITY SURVEY CUSTOM QUESTIONS |
|
Assistant to the City Manager Jenna Goad reviewed information on the Citizen Survey planned to be distributed at the end of February. She reviewed past response rates and spoke briefly about the number of questions on the survey. Council reviewed the information and provided direction that no additional survey questions would be necessary. Council asked Ms. Goad to follow up with Digital Communications to determine if any useful information could be obtained from including a question about how the community gets their city news. |

Council congratulated Wynette Reed on her appointment to City Manager. Council thanked staff for the successful Super Bowl weekend support and the Game On! Goodyear event. City Manager Julie Karins stated there were approximately 4,500 people in attendance at the Game On! Goodyear event with two food trucks selling out and over 600 sales, minimum, at all seven food trucks. |
