Mayor Pizzillo called the Work Session to order at 5:00 p.m.

AGENDA ITEMS FOR DISCUSSION
1.
DRAFT 2023 PARKS & RECREATION MASTER PLAN KEY FINDINGS/RECOMMENDATIONS
Parks and Recreation Director Nathan Torres presented information on the process that was used to create the plan. He reviewed acres, trails and indoor recreation facilities of benchmark cities and Goodyear's placement in the benchmark.
Sean Wozny, Kimley Horn and Associates, presented the priorities which included swimming pools/splash pads, trails, playgrounds, urban fishing lake, dog park, sport courts, sports complex, recreation center, multi-use fields, skate parks, BMX parks and ball fields.
Mr. Wozny reviewed the recommendations for existing parks and new facilities.
Mr. Torres reviewed the approximate costs involved with making the existing park improvements and the costs for new facilities.
Council asked if the County Park was included in the miles of trails calculation. Mr. Torres responded that the County Park trails were not included in the trails for the city.
Council asked how the MAG study done for Bullard Wash fits in. Mr. Torres responded that the study would be incorporated into the plan.
Council inquired about key points of the plan and the desire to have the best parks available for the residents and to encourage smart water use in the parks.
In response to a Council inquiry, Mr. Torres stated that there were adaptive recreation services and facilities included in the plan.
Mr. Torres commented that they are not waiting for adoption of the plan to add in programming that is recommended in the plan. He added that as funding sources are identified they will move forward with items identified in the plan.

DISCUSSION AND DIRECTION TO STAFF REGARDING THE RECRUITMENT FOR A PRESIDING MUNICIPAL JUDGE
Human Resources Director Lyman Locket asked Council to provide direction on the recruitment of the Presiding Judge. He provided background information from the last recruitment that occurred in 2018.
Council asked that the Court Administrator and other city staff be involved in the process. They asked for a larger pool of candidates to come before Council and discussed the administrative nature of the position in addition to having courtroom experience. Council supported including someone from the Police Department or Prosecutor's office and someone from the defense side on panels.

There being no further business to discuss, Mayor Pizzillo adjourned the Work Session at 6:08 p.m.
