Chairman Hohman called the meeting to order at 5:31 p.m.

APPROVAL OF MINUTES
Approve draft minutes of the Parks and Recreation Advisory Commission meeting on December 14, 2022.

Vote to Recommend the Parks & Recreation Master Plan Draft Key Findings and Recommendations to be Presented to City Council (Staff & Kimley Horn)
Director Nathan Torres, Deputy Director David Seid and Sean Wozy from Kimley Horn gave the Master Plan update:
-David stated the Master Plan is a ten-year road map that guides the future growth and sets the course for the next ten years. This Master Plan is generated from community input and engagement. There were 22,908 total community inputs to the Master Plan.
-There will be a Work Session at the City Council meeting on February 6
th
, to present findings and recommendations.
-Discussed benchmarking for parks acreage per 1,000 is 2.27.
-Chairman Hohman questioned why the ballpark is not included in the acreage. Nathan stated that the ballpark is used predominantly for baseball purposes, specialty-use fields for baseball. From a park’s perspective, the fields are not considered for traditional park use, as they do not have park-type amenities, like playgrounds and ramadas to mention a few. However, Nathan stated that is a valid point and will make note of Chairman Hohman’s point.
-Indoor recreation benchmarking, square footage per 1,000 is .46, this benchmark went up significantly with the recent addition of the Goodyear Recreation Center.
Sean discussed key findings from the community input and engagement:
-Community outreach & statistical survey findings: 94% Goodyear a desirable place to live; 88% enhances quality of life builds a sense of community; 72% promotes tourism to the city to the region.
-Identified top priorities in order: Swimming pool/splash pads; trails; playgrounds; urban fishing lake; dog park; sport courts; sports complex; recreation center; multi-use fields; skate parks; BMX; ballfields.
-These findings are data-based from: Trends analysis nationally & locally; stakeholder and 35 user groups; City Council and Executive Leadership; surveys and dotocracy activities; city staff and executive advisory committee; statistically valid survey; and benchmark.
-Identified priorities of existing parks and recommendations to be: Falcon Park; Goodyear Community Park; Loma Linda; Portales Park; Wildflower North/South Parks.
-Identified priorities for new facilities to be: Goodyear Recreation Campus Phase II expansion; Bullard Wash Bike/Pedestrian Path; Foothills Community Park Phase II; Sports Complex; Land Acquisition for Future Community Parks.
-Based on the primary recommendations, the cost projections summary for existing park improvements and new facilities is a grand total of 112 million. This will be presented to the bond committee for consideration.
-Commissioners Cox and Millette responded with feedback to amend the Master Plan presentation to show the connection between the key recommendations with the community top findings for further clarification. Nathan and Sean made note of the commissioners’ feedback.

Review & Vote to Approve the Parks & Recreation Advisory Commission 2023 Meeting Calendar (Chairman Hohman)
-Commissioners reviewed the 2023 meeting calendar and agreed to continue meeting on Wednesday's at 5:30 p.m., at the Goodyear Recreation Campus.
-Discussed taking a Parks and Recreation Advisory Commission picture at the next meeting. A confirmation email will be sent out to coordinate the photo.

Parks & Recreation Department Updates (Deputy Director David Seid)
Deputy Director David Seid gave the following Parks & Recreation updates:
-In partnership with the NFL and Super Bowl Greening Grant Project, the Parks division coordinated the planting of trees, shrubs and granite at the Loma Linda Park on January 28
th
. Many volunteers from the community came out to support and assist for a successful event.
-There will be the Game on Goodyear event on February 11
th
, 2-5pm, Civic Square.
-Spring training is ramping up at the ballpark, opening day February 25
th
.
-Spring and Summer events are right around the corner, planning in the works. Will give a Summer event preview presentation at the next commission meeting.
